CROSS-ORGANIZATIONAL ISSUES <br /> <br />e <br /> <br />Mr. Boles said that in examination of the cross-organizational issues, the <br />Council Committee on Eugene Decisions had agreed that there were certain <br />issues that the City Manager could address right away, with the goal of <br />reducing the process target by about ten percent, or $800,000. He <br />characterized the process as a "jump start" in addressing intraorganizational <br />efficiencies. He said that Mr. Gleason had proposed the concept at a recent <br />CCED meeting and the committee had agreed to forward the suggestion with its <br />approval to the full council. <br /> <br />Responding to a question from Ms. Ehrman, Mr. Robinette clarified that CCED, <br />rather than Mr. Gleason, had identified the targeted amount. <br /> <br />Responding to a question from Mr. McDonald, Mr. Gleason said that the focus <br />of his proposal would be on minor service reductions and sustainable changes <br />in service systems. He said that the process would parallel other decisions <br />made in the process. <br /> <br />Responding to a question from Mr. Nicholson regarding the level of council <br />oversight for the decisions made by the manager, Mr. Gleason said that he <br />would return to the council and report on the actions taken in the process. <br /> <br />Mr. Boles clarified that the decision before the council was whether it <br />supported an approach by the manager that examines internal sustainable <br />service reductions. <br /> <br />Ms. Bascom asked Mr. Gleason if he was attempting to address the issue raised <br />by citizens of "fat" in the City budget. Mr. Gleason said that he would <br />address wages and fringe benefits within the confines of council policy, <br />management efficiencies such as consolidations and reorganizations, <br />productivity improvements, technological applications, examination of City <br />leases and contracts, reductions in management structure, reductions in <br />regulations and processes, and reduction of City overhead costs. <br /> <br />Responding to request for clarification from Mr. Nicholson, Mr. Boles said <br />that the council needed to agree if it wished to convey the authority to the <br />manager to realize the goal, and how those decisions would be processed. <br /> <br />The council agreed to authorize City Manager Mike Gleason to realize ten <br />percent of the Eugene Decisions process target of $8 million from the <br />existing operational budget. Mr. McDonald indicated his opposition to the <br />proposal. <br /> <br />The council discussed the reporting relationship of the manager to the <br />council in the process proposed by Mr. Gleason. Mr. Gleason proposed that <br />CCED review the proposals he developed on behalf of the council.
