<br />e <br /> <br />e <br /> <br />e <br /> <br />M I NUT E S <br /> <br />Eugene City Council <br />McNutt Room--Eugene City Hall <br /> <br />February 19, 1992 <br />11:30 a.m. <br /> <br />COUNCILORS PRESENT: Shawn Boles, Bobby Green, Ruth Bascom, Randy MacDonald, <br />Paul Nicholson, Kaye Robinette, Roger Rutan. <br /> <br />COUNCILORS ABSENT: Debra Ehrman. <br /> <br />The adjourned meeting of February 17, 1992, of the Eugene City Council was <br />called to order by Council President Shawn Boles in the absence of Mayor Jeff <br />Miller. <br /> <br />I. ITEMS FROM THE CITY COUNCIL, MAYOR, AND CITY MANAGER <br /> <br />A. Use of Credit Cards at Airport <br /> <br />Mr. Robinette favored the use of credit cards for parking at the airport but <br />stated he did not want the City to lose money in the process. He expressed a <br />willingness to pay an additional fee for the convenience of using a credit <br />card. Mr. Nicholson wondered if installing an unattended automated gate <br />might not be less expensive than using attendants to handle credit cards. <br />Staff was asked to explore the possibility of collecting a surcharge for the <br />privilege of using a credit card, and the feasibility of a front-end <br />mechanism such as that suggested by Mr. Nicholson. <br /> <br />B. Systems Development Charges (SDC) <br /> <br />Mr. Robinette said a constituent is trying to start a machine shop business. <br />After buying the lot and building and paying what he thought were all <br />appropriate fees, he finds he still has to pay a fire hydrant charge. Mr. <br />Robinette did not understand why that charge was not covered by the SOC. Mr. <br />Boles said the charge cannot be included in SDC by State statute. He added <br />that this is an example of how the contact between the fire safety aspects of <br />permitting and the Permit and Information Center aspects are not coordinated. <br />He suggested the issue be presented to the Building Construction Advisory <br />Committee. <br /> <br />C.
