Roll call vote; the motion carried unanimously, <br />7:0. <br /> <br />Council Bill 4359 was read the second time by number only. <br /> <br />Mr. Green moved, seconded by Ms. Bascom, that the bill be <br />approved and given final passage. Roll call vote; all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance No. 19830). <br /> <br />III. <br /> <br />APPROVAL OF COUNCIL MINUTES <br /> <br />e <br /> <br />Mr. Green moved, seconded by Ms. Bascom, approval of City <br />Council minutes of November 4, 1991, Dinner Work Session; <br />December 4, 1991, Lunch Work Session; December 9, 1991, Dinner <br />Work Session; January 13, 1992, Dinner Work Session; January <br />13, 1992, Meeting; and January 15, 1992, Lunch Work Session. <br />The motion carried unanimously, 7:0. <br /> <br />IV. <br /> <br />ISSUANCE AUTHORITY FOR BOND ANTICIPATION NOTE SALE <br /> <br />Acting Assistant City Manager Linda Norris noted that this was the item that <br />council was briefed on during its last meeting. Lana Lindstrom, <br />Administrative Services Department, was present to answer questions. <br /> <br />Mr. Boles recalled that this has come before council as a new item in light <br />of changes in the IRS regulations that have implications for residents in <br />River Road with respect to the amount they are charged for sewer <br />installations. Ms. Lindstrom said there will be no additional assessments to <br />River Road residents because this is a short-term note and the interest rates <br />have dropped since the original assessments. <br /> <br />Res.
