The motion passed unanimously, 7:0. <br /> <br />Mr. Boles was assured by Mr. Gleason that in approving the resolution the <br />council was not taking any legal action on the issuance of the bond itself. <br />This action makes any cost incurred by both the developer and the City <br />eligible project costs. He described it as a legal step required by the IRS. <br /> <br />IV. RECONSTRUCTION OF OLIVE STREET <br /> <br />Alan Lowe, Planning and Development Department, said erroneous information <br />entered into the public record at the hearing on April 13 needed <br />clarification. William Eaton who testified at the hearing estimated the cost <br />of the project at $1 million. Staff's estimate, as provided to the Downtown <br />Commission and the council, is $700,000. Bill Mason had charged that the <br />Downtown Commission had not been given information on Options A and C, which <br />were discarded by the commission early in the process. In fact, that <br />information provided the basis for the commission's decision to recommend <br />Option B. Donna Taggert had charged that the commission was not instructed <br />to allow for City buses, and said that the design does not adequately address <br />alternate modes. Mr. Lowe noted that the design does, in fact, include a <br />bicycle route, and engineering cost estimates for the street allow for <br />reconstruction allowing large vehicle use including transit and large trucks. <br /> <br />Ms. Ehrman returned to the meeting. <br /> <br />Responding to concern expressed by some councilors, staff noted that there is <br />no safety issue with these bike routes, which are favored by the Bicycle <br />Committee, as well as many bike riders. Mr. Nicholson said that parked cars <br />provide a much greater hazard to bicycle riders. <br /> <br />CB 4368--An ordinance concerning the Eugene Pedestrian Mall; <br />amending Sections 4.872 and 4.876 of the Eugene Code, <br />1971; and declaring an effective date. <br /> <br />Mr. Boles moved, seconded by Mr. Green, that the bill, with <br />unanimous consent of the council, be read the second time by <br />council bill number only, and that enactment be considered at <br />this time.
