ADMINISTRATIVE ORDER NO. 21-17-09 <br />of the <br />City Manager <br />APPOINTING DAVID JAMES AS THE CITY'S INTERIM EXECUTIVE <br />DIRECTOR OF THE POLICE DEPARTMENT. <br />The City Manager of the City of Eugene rinds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the <br />City Manager is designated as the administrative head of the City, and is specifically authorized <br />to appoint and remove all employees (except as otherwise provided in the Charter), and to enforce <br />all ordinances of the City. <br />B. Chief of Police Pete M. Kerns retired on April 28, 2017. Beginning May 2, 2017, <br />Chief Kerns has been under contract with the City to act as the City's Interim Chief of Police. <br />C. Chief Kerns' last day as Interim Chief of Police is December 10, 2017. Therefore, <br />it is necessary to appoint an Interim Executive Director of the Police Department until such time <br />as a permanent Chief of Police is appointed. <br />NOW, THEREFORE, the City Manager of the City of Eugene orders and directs <br />that: <br />1. David James is appointed as the City's Interim Executive Director of the Police <br />Department beginning December 11, 2017 at 12:01 a.m. <br />2. While acting as Interim Chief of Police, David James shall have all of the <br />administrative powers of the City of Eugene Chief of Police except that he shall not have authority <br />to (a) hire or fill captain and lieutenant positions, or (b) impose disciplinary actions that exceed <br />oral reprimands without first consulting with, and receiving concurrence from, the Assistant City <br />Manager. <br />Dated and effective this day of December, 2017. <br />Jon R.
