ADMINISTRATIVE ORDER NO. 58-17-17 <br />of the <br />City Manager of the City of Eugene <br />AMENDMENT OF FAIRMOUNT NEIGHBORS EVENT PARKING <br />DISTRICT AND REPEAL OF ADMINISTRATIVE ORDER NO. 58-17-01. <br />The City Manager of the City of Eugene finds that: <br />A. EC 5.040 authorizes the City Manager or the Manager's designee to take <br />administrative action establishing parking area time limitations, including the form of <br />permissible parking and imposing conditions upon which the streets and other public property <br />may be used for parking. <br />B. On October 17, 2008, the City of Eugene, University of Oregon and Fairmount <br />Neighbors Association entered into an Arena Impact Mitigation Agreement ("AIM Agreement") <br />to implement certain permanent mitigations measures to lessen the impacts of traffic, parking <br />and pedestrians associated with sports arena events on the campus area and nearby residential <br />neighborhoods. <br />C. Paragraph 5 of the AIM Agreement sets forth mitigation measures for arena event <br />parking. Paragraph 5(b) of the AIM Agreement requires the City to establish a Fairmount <br />Neighbors Event Parking District (Parking District) and it sets forth the parking restrictions to be <br />applied in the Parking District. The AIM Agreement states that the Parking District restrictions <br />are in addition to existing parking restrictions that apply within the Parking District's boundaries. <br />D. Pursuant to the AIM Agreement, on August 24, 2010, the City Manager issued <br />Administrative Order No. 58-10-15 establishing the Fairmount Neighbors Event Parking District. <br />Due to AIM Agreement amendments since that time, the boundaries and parking limitations <br />established by Administrative Order No. 58-10-15 have been amended, most recently by <br />Administrative Order No. 58-17-01 issued on February 1, 2017. <br />E. A recent amendment to the AIM Agreement necessitates amending the Parking <br />District boundaries established by Administrative Order No. 58-17-01 so that the Parking <br />District boundaries and regulations established by Administrative Order of the City Manager are <br />consistent with those in the AIM Agreement and its amendments. <br />On the basis of these findings, I order that: <br />1. Notwithstanding any other Administrative Order to the contrary, the area depicted <br />on the map attached to this Order and incorporated herein as Exhibit A, and described <br />specifically below, is established as the Fairmount Neighbors Event Parking District ("Parking <br />District"). <br />Administrative Order -- Page 1 of 3 <br />
