<br />e <br /> <br />e <br /> <br />e <br /> <br />Responding to a question from Ms. Bascom, Ms. Wojahn recalled that the Plan- <br />ning Commission would be comfortable with the council's decision to remove <br />examples of potential sites of additional neighborhood commercial land from <br />the map. Ms. Bascom commented that allowing up to 15 acres of additional <br />neighborhood commercial land in south Eugene could have an negative impact on <br />existing neighborhood commercial sites that are currently thriving. Ms. <br />Wojahn said she believed that the Planning Commission would be comfortable in <br />reducing this number. Ms. Bishow concurred. Ms. Bascom supported reducing <br />the allowable amount to 10 acres and requiring that the establishment of <br />additional neighborhood commercial land sites be based on demonstrated demand <br />for commercial services and be connected with the creation of new medium-den- <br />sity residential development. <br /> <br />CB 4364--An ordinance adopting the Eugene Commercial Lands <br />Study. <br /> <br />Mr. Boles moved, seconded by Mr. Nicholson, that the bill be <br />amended as follows: I} strike section 3 in the adopting ordi- <br />nance; 2} Implementation Strategy 6.1, on page III-7, be <br />amended to read "prohibit" instead of "avoid;" 3} Implementa- <br />tion Strategy 10.2, on page 111-8, be amended to read "examine <br />ways to amend the existing zoning ordinance to allow flexibil- <br />ity in the siting of new commercial land that accommodates <br />changes in population, transportation networks, utility exten- <br />sions, etc."; 4} deleting draft Policy 21 and related imple- <br />mentation strategies; and 5} adopting a new Policy 21 stating <br />"Consider downtown as the commercial service area for south <br />Eugene. Allow establishment of additional commercial land if <br />done in connection with the creation of a new area for medi- <br />um-density residential development." <br /> <br />Ms. Ehrman requested that the following clause be added to the end of the new <br />Policy 21 in the above motion: "Further strip commercial activity on <br />Willamette Street will be discouraged." By consent of the maker and seconder <br />of the motion, the clause was added to the above motion. <br /> <br />Ms. Bishow advised that striking section 3 of the ordinance would be a sig- <br />nificant amendment. <br /> <br />Roll call vote; the motion failed 4:2, with councilors Bascom, <br />Green, Robinette, and Ehrman voting nay and councilors Boles <br />and Nicholson voting aye. <br /> <br />Mr. Boles moved, seconded by Mr. Nicholson, to approve an <br />ordinance adopting the Eugene Commercial Lands Study. <br /> <br />Mr. Boles moved, seconded by Mr. Nicholson, to strike section <br />3 of the ordinance. <br /> <br />Mr. Boles said it was time for the City to become serious about land use <br />planning and felt this needed to be accomplished by equating strategies to <br /> <br />MINUTES--Eugene City Council <br />7:30 p.m. <br /> <br />May 11, 1992 <br /> <br />Page 11 <br />
