Mr. Boles moved, seconded by Mr. Nicholson, to instruct the City Manager to prepare an ordinance prohibiting future use of new radius clauses. Roll call vote; the motion failed 4:3, with Mayor Miller (breaking the tie) and councilors Bascom, Green, Ehrman voting nay and councilors Boles, Nicholson, and Robinette voting aye. Ms. Bascom moved to ask the City Attorney's Office to investi- gate private covenants as they relate to the City's affordable housing program. The motion died due to a lack of a second. Mr. Nicholson moved, seconded by Ms. Ehrman, to consider the above two motions as a package. Ms. Ehrman suggested postponing discussion regarding private covenants for a future meeting. By consent of the maker and seconder, the motion was with- drawn, and discussion was postponed for a future meeting.
