PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED IN <br />THE RIVER ROAD AREA (AZ 92-2, O'NEIL) <br /> <br />e <br /> <br />City Manager Mike Gleason introduced the topic. Cathy Czerniak, Planning and <br />Development Department, said the code criteria regarding annexations and zone <br />changes summarized earlier applied to this request. This property owner- <br />initiated request includes two adjacent tax lots totalling just over one acre <br />in size located in the River Road area. The property owners have requested <br />annexation and rezoning as a first step in subdividing the lots into a total <br />of four parcels and constructing three additional homes on the site. The <br />proposed infill, low-density residential development is consistent with the <br />Metropolitan Area General Plan. <br /> <br />Mr. Boles opened the public hearing. <br /> <br />Jaime Wearin, 40262 McKenzie, introduced himself as a representative from the <br />surveying firm that is helping to develop the property and offered to answer <br />questions. <br /> <br />Marie Gray, 353 Knoop Lane, said she did not think it was necessary to in- <br />clude public rights-of-way as part of this request. She asked about street <br />lighting along portions of right-of-way that have been annexed and about the <br />number of annexed parcels in the River Road area that were currently for <br />sale. <br /> <br />There being no other requests to speak, the public hearing was closed. <br /> <br />Ms. Czerniak said this annexation request did not include road right-of-way. <br />She said the City assumes responsibility for maintaining street lights within <br />rights-of-way that are annexed and noted that the City has an agreement with <br />Lane County to maintain River Road between the city limits and Beltline Road. <br />She said if the council wished to include rights-of-way in this request, <br />staff would recommend including the portion of right-of-way between Anderson <br />Lane and River Road. She said property owners often wish to annex their <br />property to make it more marketable and ready for development. <br /> <br />Res.
