PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED IN THE RIVER ROAD AREA (AZ 92-2, O'NEIL) e City Manager Mike Gleason introduced the topic. Cathy Czerniak, Planning and Development Department, said the code criteria regarding annexations and zone changes summarized earlier applied to this request. This property owner- initiated request includes two adjacent tax lots totalling just over one acre in size located in the River Road area. The property owners have requested annexation and rezoning as a first step in subdividing the lots into a total of four parcels and constructing three additional homes on the site. The proposed infill, low-density residential development is consistent with the Metropolitan Area General Plan. Mr. Boles opened the public hearing. Jaime Wearin, 40262 McKenzie, introduced himself as a representative from the surveying firm that is helping to develop the property and offered to answer questions. Marie Gray, 353 Knoop Lane, said she did not think it was necessary to in- clude public rights-of-way as part of this request. She asked about street lighting along portions of right-of-way that have been annexed and about the number of annexed parcels in the River Road area that were currently for sale. There being no other requests to speak, the public hearing was closed. Ms. Czerniak said this annexation request did not include road right-of-way. She said the City assumes responsibility for maintaining street lights within rights-of-way that are annexed and noted that the City has an agreement with Lane County to maintain River Road between the city limits and Beltline Road. She said if the council wished to include rights-of-way in this request, staff would recommend including the portion of right-of-way between Anderson Lane and River Road. She said property owners often wish to annex their property to make it more marketable and ready for development. Res.
