PUBLIC HEARING: ORDINANCE CONCERNING A STREET VACATION REQUEST FOR <br />THE NORTH END OF ELIZABETH STREET, LOCATED SOUTH OF BELTlINE ROAD <br /> <br />City Manager Mike Gleason introduced the topic. Rodney Jennings, Planning <br />and Development Department, presented the staff report. The area of the <br />vacation is located at the north end of Elizabeth Street where it abuts <br />Beltline Road and is not needed for street access to the lots in the abutting <br />Jessen Park and Elizabeth Park subdivisions. This portion of Elizabeth <br />Street is not presently, nor will it in the future, be needed for public <br />services, facilities, or utilities, and continuation of the street northward <br />is not possible due to the presence of Beltline Road. At this time, the <br />street vacation assessment fee has not been paid by the applicant, who is <br />negotiating the cost with an abutting property owner. The applicant has <br />requested that the written record for tonight's public hearing be kept open <br />until July 20, 1992, to allow additional time for negotiations. This would <br />allow the council to take action on the street vacation at its July 27, 1992, <br />public hearing. Staff supports the applicant's request. <br /> <br />Responding to a question from Mr. MacDonald, Mr. Jennings said the proposed <br />use of the vacated street could include extending the abutting residential <br />lots into the area of the vacation. Responding to a follow-up question from <br />Ms. Ehrman, he said he did not think installing a gate at the end of Eliza- <br />beth Street would be necessary to deter traffic, as it is clearly a dead end <br />street. <br /> <br />e <br /> <br />Mayor Miller opened the public hearing. There being no requests to speak, <br />the public hearing was closed. The written record was kept open until July <br />20, 1992. <br /> <br />IV. WILLAKENZIE AREA PLAN ORDINANCES <br /> <br />City Manager Mike Gleason introduced the topic. Allen lowe, Planning and <br />Development Department, said copies of a motion to amend the Willakenzie Area <br />Refinement Plan agreed upon at the council's work session earlier this eve- <br />ning were distributed to councilors. <br /> <br />Mr. Boles moved, seconded by Mr. Green, to amend the <br />Willakenzie Area Refinement Plan as follows: 1) to include a <br />height limitation exception for the Aaron Jones property on <br />Gillespie Butte of 588 feet and continue the Planning Commis- <br />sion exception of 595 feet for Tax Lot 200 and 585 feet for <br />the remaining property on Gillespie Butte; 2) to amend the <br />refinement plan diagram and change the designation of the <br />Guistina property on Country Club Road from medium density to <br />high density; and 3) to include a notation on the refinement <br />plan recommendation for the improvement of North Delta Highway <br />that the design proposal will be returned to the City Council <br />for review and approval. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br />7:30 p.m. <br /> <br />June 8, 1992 <br /> <br />Page 2 <br />
