Roll call vote; the motion passed unanimous- <br />ly, 8:0. <br /> <br />VI. CITY MANAGER'S REPORT--ORGANIZATION STRUCTURE <br /> <br />Due to the early hour of the meeting, this item, which was initially sched- <br />uled for the work session earlier this evening but was postponed, was added <br />to the agenda. <br /> <br />City Manager Mike Gleason presented his report on the City's organizational <br />structure. The City's organizational structure is designed in relationship <br />to its customers rather than in terms of a hierarchy of employees to managers <br />as depicted in the classic organizational model of a pyramid. Work functions <br />are designed by pushing decisions as far out in the organization as feasible. <br />This change has made the City more effective and more responsive to changing <br />citizen needs, which is attributed to the City's competent employee base. He <br />described how this change compared to the City of San Francisco Fire Depart- <br />ment's employee involvement efforts.
