APPOINTMENTS: CONSIDERATION OF THE HUMAN RIGHTS COMMISSION'S NOMINATIONS TO THE COMMITTEE ON ACCESSIBILITY, THE COMMITTEE ON COMMUNITY EDUCATION AND OUTREACH, AND THE COMMITTEE ON DISCRIMINATION AND HARASSMENT Mr. Boles moved, seconded by Mr. Green, to appoint the Human Rights Commission's nominations to the committees on Accessi- bility, Community Education and Outreach, and Discrimination and Harassment. Roll call vote; the motion passed unanimous- ly, 8:0. VI. CITY MANAGER'S REPORT--ORGANIZATION STRUCTURE Due to the early hour of the meeting, this item, which was initially sched- uled for the work session earlier this evening but was postponed, was added to the agenda. City Manager Mike Gleason presented his report on the City's organizational structure. The City's organizational structure is designed in relationship to its customers rather than in terms of a hierarchy of employees to managers as depicted in the classic organizational model of a pyramid. Work functions are designed by pushing decisions as far out in the organization as feasible. This change has made the City more effective and more responsive to changing citizen needs, which is attributed to the City's competent employee base. He described how this change compared to the City of San Francisco Fire Depart- ment's employee involvement efforts.
