Councilors agreed that <br /> excluded items could be brought back in at the end of the discussion. <br /> Responding to the council's concern on the validity of findings of the Citizen <br /> Input report, Mr. Weeks said that in drawing the random sample in the manner <br /> that it was and drawing the response rate that it did, it allows for general- <br /> izing from the sample data to the larger population with a confidence rate of <br /> 95 percent. He also said that using the multiple data sources in two differ- <br /> ent citizen input rounds makes the data very reliable. <br /> The council agreed to follow the process proposed by the Council Committee. <br /> Ms. Ehrman noted that some proposed service reductions involve the City's <br /> metropolitan partners and she felt it important to communicate with those <br /> groups. Ms. Bascom agreed to report to the Metropolitan Policy Committee at <br /> its August 13 meeting on the Eugene Decisions process. <br /> Ms. Ehrman asked staff to provide analysis on requirements for a self-support- <br /> ing spay/neuter clinic. Mr. Nicholson asked that staff also assess the level <br /> of support for the clinic from the other jurisdictions. The council also <br /> requested information on a utility tax and its impact on low-income residents, <br /> the corporate tax and its use by other cities, and staff analysis of the <br /> Chamber of Commerce's report. <br /> Mr. Mounts noted that there are no other communities who make a distinction <br /> between corporations and all other businesses for taxing purposes.
