<br /> S. EUQene Celebration <br />e <br /> Carol Brewster, Eugene Celebration staff, displayed various Eugene Celebration <br /> promotional pieces. They included Celebration pins, aprons, and brochures. <br /> She noted that Eugene Decisions signboards were recycled for use by the <br /> celebration. Ms. Brewster explained that the Celebration has added recycling <br /> of all recyclable materials. The work is being done by 70 volunteers. There <br /> will be an additional 200 volunteers busing tables at the event. Ms. Brewster <br /> said that the City is providing interpreting services for the hearing-impaired <br /> at all its stages and is also producing large-print programs and cassette <br /> tapes for the visually impaired. She added that all power lines have been <br /> accommodated off the ground to provide a barrier-free environment. <br /> Responding to a question from Mayor Miller, Ms. Brewster said the committee <br /> decided against trying to charge an admission fee because of the many access <br /> points to the Celebration. <br /> II. APPROVAL OF FINANCIAL MANAGEMENT GOALS AND POLICIES <br /> Tony Mounts, Financial Management Services Director, distributed copies of the <br /> draft policy on sinking funds and an article from Moody's Municipal Issues. <br /> He said that one of the fundamental purposes of the Financial Goals & Policies <br /> in the past has been to structure the City's financial program and present it <br /> to the rating services. He noted that the article highlights a shift in terms <br /> of rating analysis. <br />e Mr. Mounts said that there are only a couple of minor wording changes between <br /> this and the document last reviewed. <br /> Referring to Policy 6 on page 4, Mr. Boles said he would like the council to <br /> consider the following three other criteria in addition to the five listed: <br /> 1) an evaluation plan; 2) a specific review period; and 3) a sustainability <br /> analysis. He suggested postponing adoption of the policy, pending the <br /> incorporation of the three additional criteria. <br /> Mr. Boles asked that the Investment Advisory Board provide the council with <br /> current values for the ratios listed on page 3 of the Debt Management Poli- <br /> cies. <br /> There was a brief discussion about the inclusion of Policy 1 under "Other <br /> Pol icies. n Mr. Boles said that the City does not have the resources to meet <br /> mandates imposed by other levels of government. City Manager Mike Gleason <br /> said that the City is obliged to perform what is mandated. <br /> Mr. Boles moved, seconded by Mr. Green, to adopt the 1992 update <br /> of the Financial Management Goals and Policies with the exception <br /> of Policy A-6 and including, by reference, Policy D-6 as presented <br /> today. <br />e <br /> MINUTES--Eugene City Council September 9, 1992 Page 4 <br /> 11 :30 a.m. <br />
