He ascertained that staff is just finishing an update to the Urban Transition Plan which will be reviewed by the jurisdictions in the near future. The third amendment affects Old Coburg Road, Game Farm Road to Chad Drive. The County's amendment would require an evaluation of alternative project designs prior to TransPlan update and design approval by both the City and County. Another condition is that property currently zoned for residential use in that area would get a deferral from assessments until the properties were annexed to the City of Eugene or are converted to special light industri- al uses. Staff said the effect of this policy is negligible as the City would defer building the street until the property was annexed or the County would be asked to contribute County funds to build the half-street improvement on the property that was deferred.
