Eugene City Council <br /> Council Chamber--C;ty Hall <br /> November 9, 1992 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Shawn Boles, Bobby Green, Ruth Bascom, Debra Ehrman, <br /> Randy MacDonald, Paul Nicholson, Kaye Robinette. <br /> ABSENT: Roger Rutan. <br /> The regular meeting of the Eugene City Council of November 9, 1992, was called <br /> to order by His Honor Mayor Jeff Hiller. <br /> I. PUBLIC FORUM <br /> Dave Sweet, 1237 Ferry Street, said he hopes that the new City Council will be <br /> more responsive to public input than the current council. He stated that the <br /> City's integrity has been compromised by what he felt were unfair regulations <br /> concerning musicians who perform in public places. He urged the council to <br /> uphold the constitutional rights of these citizens and eliminate such regula- <br /> tions. <br /> . II. CONSENT CALENDAR <br /> A. Approval of City Council Minutes of August 26, 1992, Lunch Work <br /> Session and September 9, 1992, Lunch Work Session <br /> B. Community Development Block Grant (CDBG) Funding for Acquisition <br /> of AIDS Hospi ce <br /> Hr. Boles moved, seconded by Ms. Ehrman, to approve the items on <br /> the City Council Consent Calendar. Roll call vote; The motion <br /> carried 6:0:1, (Councilor Green was momentarily out of the room <br /> when the vote was taken). <br /> III. PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED IN <br /> THE SANTA CLARA AREA (AZ 92-10. CLEMENS/MARQUESS PROPERTIES LTD.)___ <br /> City Manager Hike Gleason introduced the item. Cathy Czerniak, Planning and <br /> Development Department, summarized the code criteria for annexations and zone <br /> changes. <br /> This property owner-initiated request includes two tax lots totaling approxi- <br /> .
