<br />e CB 4428--An ordinance amending the Eugene-Springfield Metropolitan <br /> Area General Plan Diagram and adopting a savings and <br /> severability clause (MA 92-2, Johnson, et al.). <br /> Ms. Ehrman moved, seconded by Ms. Bascom, that the bill, with <br /> unanimous consent of the council, be read the second time by <br /> council bill number only, and that enactment be considered at this <br /> time. <br /> Mayor Morrisette asked that Eugene councilors hear feedback from Springfield <br /> councilors and County commissioners before acting on the request. <br /> Responding to questions from Mr. Walters, Ms. Childs said the Eugene Code does <br /> comply with new State statutes regarding manufactured housing and allows <br /> manufactured housing as an outright permitted use in low-Density Residential <br /> districts. Although he agreed with the Springfield Planning Commission that <br /> the request was a Eugene matter, Mr. Walters offered his support for the <br /> request. <br /> Ms. Dumdi echoed Mayor Morrisette's request and asked for comments from <br /> commissioners. <br /> Mr. Rust said he supported an increase in density in the designation. He did <br /> not think that the request was merely a Eugene matter and felt that Metro Plan <br /> amendments should concern all three jurisdictions. <br />e Responding to a question from Mr. Berg, Ms. Childs said she would provide <br /> information on Eugene's inventory of undeveloped Medium-Density Residential <br /> districts at the Springfield City Council's December 14 meeting. <br /> Mr. Berg pointed out that the property under consideration is surrounded by <br /> low-Density Residential districts. He said that Eugene's housing goal is to <br /> increase the number of rental units. He asked the Eugene City Council to <br /> consider its housing goal in its action on the request. <br /> Ms. Decker, who served on the Industrial lands Task Force to which Mr. Saul <br /> referred, recalled several dilemmas posed by the property under consideration <br /> that were addressed by the task force. She compared the request to a similar <br /> request in Springfield involving the redesignation of property adjacent to a <br /> railroad and industrial district to allow an elderly low-income housing <br /> project. She added that she would follow Eugene's action on the request. <br /> Responding to the concern expressed by Councilor Berg, Ms. Ehrman pointed out <br /> that the Eugene City Council has designated Medium-Density Residential <br /> districts in various instances in spite of significant public opposition, <br /> citing the Willakenzie Refinement Plan and a low-income affordable housing <br /> project currently being developed called Orchards. <br /> Mr. Boles said his support for the request was partly based on the fact which <br /> Mr. Saul noted in his testimony that the original designation of the property <br /> was Low-Density Residential. <br />e <br /> MINUTES--Joint Elected Officials December 9, 1992 Page 6 <br />
