He said <br />the resolution setting the proposed rates had left out rates for the large com- <br />mercial type compactors although they were included'in the previous rate structure. <br /> <br />There was no further testimony. <br /> <br />The Chair on recommendation of staff ordered the hearing continued <br />to the April 14, 1975 Council meeting. <br /> <br />D. Price <br /> <br />Staff had no reason to recommend denial of the applications. <br /> <br />Public hearing was opened. <br /> <br />Arlene Haislip, 3666 Vine Maple Street, expressed opposition to the applica- <br />tion of Old English Inn & Grotto because of reputation of the past establish- <br />ment at that location. She said she was one of the owners of a shop in the <br />Smeede Building and had difficulty convincing people to come to evening sew- <br />ing classes because they were afraid. <br /> <br />There was no further testimony and public hearing was closed. <br /> <br />Mr. Murray moved second by Mr. Keller to recommend approval <br />of the licenses. Motion carried unanimously. <br /> <br />E. Extending Hardship Assessment Deferral Program <br />Assistant Manager explained that the proposed amendment, copies previously <br />distributed to Council members, would extend the hardship deferral program <br />and "clean up" some of 'the language existing in the code. It would broaden <br />eligibility for assessment deferral to those 55 years of age and older with <br />limited income and extend the Bancrofting payment period to 20 years. Under <br />the 20-year payment proposal, persons 62 and older qualifying for deferral <br />would pay 3% interest on the deferred amount; persons 55 and older would pay <br />the then required interest rate as prescribed by state law on the unpaid <br />principal balance for the first ten years, then would pay 3% below the es- <br />tablished statutory rate of interest for the remainder of the term. He said <br />staff estimates about 14 people at the present time may qualify under this <br />modification. <br /> <br />Public hearing was held with no testimony presented. <br /> <br />Councilman Murray reported that the Community Development Task Force in its <br />deliberations had strongly recommended broadening of the assessment deferral <br />program to give eligibility to more people. He wondered if the effect of the <br />proposed amendment would be only to provide for a lower interest rate for the <br />second ten years.
