Mr. Jones objected to annexation of the property without <br />participation of property owners in the area. ~Ie asked that the matter be returned <br />to the Planning Commission for further study and proper hearings, saying that con- <br />sideration should be based on land use criteria rather than on control by restrictive <br />zoning. Assistant Manager explained that action at this meeting would not be on <br />annexation itself. It would merely refer the matter to the Planning Commission for <br />public hearings before that body, recommendation would then be returned to the Council <br />where testimony in public hearing would also be taken, and finally public hearing <br />before the Boundary Commission where final action on the annexation would be taken. <br />He said ample notice of each hearing would be given. <br /> <br />Bill Hewitt, 1205 Goodpasture Island Road, also objected to the annexation. <br />He said he had granted sewer easement across his property with the understanding it <br />would not affect annexation or use of the balance of his land. He said there was no <br />demand for the land at this time. It is now in agricultural use, the General Plan <br />proposes commercial use, and now low-densith housing is proposed. Ae felt the prop- <br />erty owners should have something to say about the use; especially since tllere is no <br />demand at this time for any specific purpo~e. Mayor Anderson noted that the action <br />taken at this meeting was initiating action only, and that there would be opportunity <br />in future hearings to voice opinions. <br /> <br />D. LCOG ReSOlution, Block Grant Funds - Copies of reSolution were distributed <br />by Councilman Bradley with the request that the Council support the LCOG <br />stand. The resolution, copies of which were to be forwarded to the President <br />of the United Statesl the Governor of Oregon, the Oregon Congressional dele- <br />gation, and the BUD Secretary, called attention to the withdrawal by BUD of <br />funds previously allocated to the Lane County area. <br /> <br />Mr. Bradley moved seconded by Mr. Keller to support the resolution. <br /> <br />Assistant Manager informed Council that the city also was experiencing prob- <br />lems related to it~ community development block grants. BUD has recalculated <br />the amount allocated to Eugene, he said, which appears to be $912,000, or <br />about $200,000 less than originally anticipated. BUD has been asked for <br />figures used as the basis fo~ arriving at the new amount, and that informa- <br />tion will be brought to the Council when it is received. <br /> <br />Vote was taken on the motion to Support the resolution. Motion <br />carried unanimously. <br /> <br />E.
