However, the staff would sup- <br />port the position that something needed to be done to more adequately screen <br />the premises. <br /> <br />Lloyd ~reenwade, representing Machinery Exchange, said they would accept <br />any suggestions for whatever could be done to comply with requirements <br />for screening but because of the location of the site at a lower elevation <br />than the overpass (Highway 99N near Roosevelt Boulevard) he didn't know <br />what could be done. Councilman Haws thought this issue was part of a larger <br />prob1elT!, the general appearance of the entire area east of the highway at <br />Roosevelt Boulevard which could not be screened by fencing regardless of the <br />height. He said other properties in that location were just as much an "eye- <br />sore" and wondered if this establishment was the only one considered to be <br />in violation. Assistant Manager answered that there probe1y were solutions <br />to the screening problem if the property owner could obtain permission from <br />the Highway Department for some type of screening other than a high fence <br />to hide that area from passing mo,tor ists. He said staff would not object <br />to recommending approval of the license renewal with the condition that <br />the screening issue be addressed by the appropriate state agency. With re- <br />gard to appearance of other properties, he said, the Council did not have <br />applica.tions from them to consider at this time. <br /> <br />In response to Councilwoman Shirey'. s inquiry, Assistant Manager said the <br />state evidently was aware of the problem because correspondence from the <br />Motor Vehicle Division called attention to the "comp1ete violation" of <br />the property to screening requirements. <br /> <br />- <br /> <br />Councilman Hamel wondered why the question of screening the Machinery Exchange <br />operation was raised at this time when it had been established at its present <br />location for a number of years. Assistant Manager answered that recent ~ <br />change in state law wherein the state requires screening accounted for the ' <br />license renewa1is being returned for new endorsement. He said staff would <br />recommend renewal of the license on the condition of support of the state's <br />requirement for screening. _ <br /> <br />Councilman Bradley wondered if a report could be returned to the Council by <br />manager and city attorney with regard to solution of appearance problems <br />through the common law on nuisances. The Mayor pointed out that the issue <br />under discussion was a wreckers license renewal. Mr. Bradley said it was <br />the policy issue invol ved that he was interested in having a report on for <br />discussion at some later time if the Council wanted to discuss the broader <br />issue. John Porter, planning director, explained that the state has to com- <br />ply wi th Federal law in order to be eligible for Federal funds. Federal law <br />in this instance requires sc~eening of auto or machinery wrecking facilities <br />along primary state highways. All such facilities along Highway 99N, he said, <br />would receive equal treatment, the problem would be addressed in the Bethel <br />refinement study that would be coming to the Council at a later date. <br /> <br />Mr. Keller moved seconded by Mr. Williams to recommend approval <br />of the license, with subsequent resolution of the screening <br />problem as required by the State Highway Division.
