<br />N. Segregation of Assessment, Gilbert Shopping.ce~ter - Req~ested by Kenneth <br />and Dorothy Gilbert for property between Fa~rf~eld and H~ghway 99N <br />(Tax Lots 17-04-23-30-1900 and 1902). The assessment of $1,320.02 against <br />property to be segregated was paid. Staff recommended approval. <br /> <br />. <br /> <br />I. <br />Mr. Keller moved seconded by Mr. williams to approve the <br />segregation as requested. Motion carried unanimously. <br /> <br />Comm <br />4/2/75 <br />Approve <br /> <br />O. Room Tax Allocation Recommendations - March 27, 1975 - Copies of report from chair- <br />'man of the Room Tax Allocation Committee together with minutes of the March 27 <br />meeting were previously distributed to Council members. <br /> <br />1. Lane County Auditorium Association requested $50,000. Room Tax Committee tabled <br />the request for further study. <br /> <br />2. Summer Festival of Music requested $6,000. Room Tax Committee recommended alloca- <br />tion of $4,000. Royce Saltzman, represl'nting the Festival, expressed apprecia- <br />tion for support in past years and was grateful for the $4,000 allocation <br />at this time. However, he requested the Council to allocate at least to <br />the level allocated last year - $5,000. He cited increased budgetary <br />costs and expansion of the Festival itself as bases for the request. He <br />felt the level of funding requested at this time was crucial to avoid <br />discouraging voluntary support just now being received from the community, <br />other organizations, and from the Oregon Arts Commission. He noted that <br />this Festival provided the only cultural summer programs and concerts with <br />the potential for attracting people who actually would be contributing to <br />the hotel/motel room tax funds. <br /> <br />- <br /> <br />Councilman Haws asked for staff comment on the statement in the minutes <br />that the funds the Room Tax Committee had to allocate this year were less <br />than last year. Sherm Flogstad, finance director, explained that the Com- <br />mittee met quarterly to recommend allocations unless the number of applica- <br />tions received warranted meeting more often. lie said there was no way of <br />knowing how many applications would be received during the year, if they <br />could all be received at one time then the funds could be budgeted accord- <br />ingly. Recurring applications were not of sufficient number to allow de- <br />tailed budgeting. In response to Councilwoman Beal, he said total revenues <br />during the year amounted to about $110,000. <br /> <br />Councilman Keller asked if the Festival program would be adversely affected <br />in view of availability of outside income if the appropriation from the <br />city was less. Mr. Saltzman'said it would. Help from the private sector <br />of the community had been enlisted to the fullest, he said, so that there <br />was no anticipation of further funding there. He said the 1974 budget <br />was a little more than $20,000; 1975, $27,700. <br /> <br />Councilman Murray was'mpressed with the significant fund raising accomplished <br />by this group, the city wasn't carrying the load alone. <br /> <br />Mr. Murray moved seconded by Mrs. Beal to increase the alloca- <br />tion to $5,000. Motion carried unanimously, except that <br />Mr. Bradley abstained. <br /> <br />Corom <br />4/9/75 <br />Approve <br /> <br />e <br /> <br />It was understood staff would prepare as a matter of informa- <br />tion for the April 14 Council meeting a breakdown of room tax <br />funds available for allocation. <br /> <br />3. International Arboretum Association requested $1,000. The Room Tax Com- <br />mittee recommended allocation of $700.
