<br />e <br /> <br />Mr. Murray moved seconded by Mrs. Beal to refer the Northwest <br />Revielv back to the Room Tax Allocation Committee for further <br />consideration with the hope the Committee would take note of <br />Council comment. <br /> <br />Councilwoman Bea1 commented also that it seemed unfair when allocations <br />were made to musical, artistic, and other types of cultural events and <br />then deny funds to the "written word." She thought it appeared to be <br />discriminating against authors and poets, artists whose accomplishments <br />could not be touched or heard. <br /> <br />Councilman Williams thought some consideration should be glven to where <br />the publication would be enjoyed. He felt the question was properly <br />raised if the proportionate number of people in Eugene subscribing was <br />smaller than elsewhere and the bulk of the benefit went beyond the <br />geographical area appropriate for expenditure of room tax funds. <br /> <br />Councilman Haws noted that there was nothing in the guidelines for <br />allocation of room tax funds with regard to "numbers." It is simply <br />provided that the activity must be available for the benefit of Eugene <br />citizens. If numbers were to be considered, he said, that should be <br />written into the guidelines. <br /> <br />In response to Councilman Keller, the Editor said that annual subscrip- <br />tion rates were $6.00 for three issues, and that issues were available <br />in bookstores, in libraries, and in other locations where it might be <br />read. <br /> <br />e <br /> <br />Mayor Anderson said the fact that there was no one to explain the <br />activity to the Room Tax Committee probably had a bearing on the deci- <br />sion to deny the request. He preferred a motion that would refer the <br />request back to the Commi ttee for discussion wi th representati ves of <br />the publication and allow the Committee to make a recommendation based <br />on that discussion. <br /> <br />Councilman Murray changed his motion with Councilwoman Beal's <br />concurrence to refer the request to the Room Tax Committee <br />for recommendation after discussion with representatives of <br />the Northwest Review. Motion carried unanimously, except that <br />Councilman Bradley abstained. <br /> <br />Comm <br />4/9/75 <br />Approve <br /> <br />8. Mill Street Publishing cd. requested $1,800. Room Tax Committee recom- <br />mended referral of the request to the city attorney at the request of <br />the applicant for an opinion with regard to whether this publication <br />was an entirely educational activity. <br /> <br />9. Oz Publications requested $800. Room Tax Committee declared the applicant <br />ineligible because there was no indication whether it was a nonprofit <br />organization and the publication had limited appeal. <br /> <br />. <br /> <br />10. Oregon Bicentennial Mural Commission requested $8,000. Matching funds <br />to allow construction of a building for a bicentennial mural w~re not <br />available, and the pa.",ks Department requested use of this $8,000 to <br />construct a building for the mural. The Room Tax Committee had re- <br />ferred the question to the Council for decision.
