He said if Springfield <br />was unwilling to adopt a similar resolution he saw no alternative but.to tackle the <br />problem alone, He thought the one- or two-plant issue was not the central issue, <br />important as it was, and that this resolution would give one more chance for some <br />specific endorsement of ~ regional system. Councilman Keller thought Springfield <br />should have a chance to respond to this resolution. He noted the two years of nego- <br />tiation to progress to this point and said he hoped for a little more flexibility <br />between "neighbors" than had been past practice. This resolution might finally get <br />the idea "started down the road." <br /> <br />Councilwoman Beal thought the recent death of Springfield's mayor coupled with a <br />recent change in the chief administrative officer of that city made it all the more <br />difficult. She hoped to avoip action which would lead to any more frustration. <br /> <br />yote was taken on the motion for adoption of the resolution. Motion <br />carried unanimously, 'with Mr. Bradley stating he thought there should <br />be unanimity even though the record would show his concerns. :' <br /> <br />Res.No.2389 - Authorizing payment of bills, claims. and progress payments <br />for period March 24 through April 14. 1975 was read by number <br />and title. <br /> <br />Mr. Murray moved second by Mr. Keller to adopt the resolution. <br />Rollcall vote. All Council members present voting aye, motion carried. <br /> <br />.~ <br /> <br />Assistant Manager called attention to time restraints imposed on public <br />hearing at this meeting for the first time and thought it might be well <br />to consider an overall policy of imposing similar restrictions on all <br />public hearings before the Council. Council generally agreed it provided <br />for better organized and more responsive public participation. <br /> <br />~Ir. Bradley moved second by ~.lr. Haws that the Council observe a fast <br />on \~ednesday. April 16, at its committee meeting in observance of <br />Food Day (April 17). <br /> <br />Amid groans, grumbling, "that ma)' be \'iell for you" comments. and the <br />Chair's ruling that the motion was out of order. the motion was with- <br />dra\~ with the idea that any fast would be observed on a strictly <br />voluntary basis. <br /> <br />Upon motion duly made. seconded, and carried. the meeting was adjourned .to <br />Monday, April 28. ,1975. <br /> <br />A/~ <br /> <br />. <br />I <br /> <br />A.
