Hawkins Lane, 18th to Highland Oaks - Negotiation and condemnation authorization <br /> <br />Mr. Murray moved seconded by Mr. Keller to authorize purchase of <br />uti1.ity easement and street right-of-way as requested, and adopt <br />resolution authorizing negotiation and condemnation procedure on <br />Hawkins Lane right-of-way from 18th to Highland Oaks. Motion <br />.carried unanimously. <br /> <br />Comm <br />6/4/75 <br />Approve <br /> <br />S. <br /> <br />Site Acquisition, Fire Station No.9 - Staff reassessed It~ recommendation <br />(February 1975) for purchase of 1.31 acres from Northwest :Natural Gas Company. <br />Since the current recommendation involves four parcels of 'land, their value <br />and cost, and potential litigation, Council was asked to go into executive <br />session with press admitted providing they agreed not to reveal the parcels, <br />-their values and costs, until there was either a willing sale or the property <br />-chosen was acquired through condemnation. None of the press present objected <br />to the conditions set for their presence in executive session. <br /> <br />-- <br /> <br />Mrs. Bea1 moved seconded by Mr. Murray to declare the meeting in <br />executive session under ORS 192.660. Motion carried unanimously. <br /> <br />During executive session four parcels were identified as Sites A, B, C, and D, <br />and appraised values and relative per-square-foot costs were reviewed. <br /> <br />Executive session was terminated, and Mr. Murray moved seconded by <br />Mr. Hamel to authorize purchase of Site A. Motion carried unanimously. <br /> <br />Comm <br />6/4/75 <br />Approve <br /> <br />T. Council minutes, February 10, 1975 as circulated <br /> <br />Approve <br /> <br />u. Budget Process Proposal Submitted by Council Members Murray and Keller - Copies <br />of a letter from Mr. Murray and Mr. Keller were distributed with the agendas for <br />Council consideration. The Jetter regards the budget process. Mr. Keller said <br />he and Mr. Murray were concerned because they see the Budget Committee as a <br />rubber stamp committee, so much work being done in advance of Budget Committee <br />meetings. It is their feeling that the committee should be involved from the very <br />beginning to provide more opportunity for sound decision making. There is often <br />too little time to properly study some of the budget concerns. Mr. Murray added that <br />the budget is a most important and critical function and that, while their proposal <br />does require more time, it would be time well spent as he feels the Budget Committee <br />currently moves through the process much too hastily. Mr. Martin said there are <br />a myriad of possible solutions. He feels it involves the relationship between <br />the Council and the Manager, to what extent the Council wishes to be involved and <br />what the Council expects from the Manager. He suggested deferring any action on <br />Mr. Murray's and Mr. Keller's proposal until Council goes through their <br />self-critiquing sessions and until Mr. Henry arrives as Manager. Mr. Martin also <br />expressed a concern regarding the suggestion of breaking into subcommittees, saying <br />that no 3 members can speak for the entire body.
