Aircraft parking Fees, Land Rental Rates, Hangar Specifications-Mahlon <br /> Sweet Field - Copies of memo from Airport Manager Bob Shelby summarizing <br /> airport financing together with copies of comparison between present and <br />e proposed tie-down fees and land rental rates were distributed to Council <br /> members with agenda. Also distributed were copies of memo from Janet <br /> Amundson., Airport Commission chairperson / recommending approval of the <br /> proposed fees and rental rates as well as amendment to airport rules and <br /> regulations which would permit hangars of pole-type interior construc- <br /> tion sheathed in metal rather than the all metal construction now <br /> required. Council members on tour viewed the different types of build- <br /> ings under consideration at the airport. Staff recommended the changes <br /> proposed. <br /> Richard Miller, attorney representing Allen Bradford, owner of two sets <br /> of hangars at the airport, objected to the specifications amendment. Mr. <br /> Miller said his client believed all metal construction was of better <br /> quality and would be safer. More important, he said, was the economic <br /> factor. Mr. Bradford's hangars were constructed under previous specifi- <br /> cations - all metal - at a higher cost than others would be paying for <br /> hangars under the proposed specifications. As a consequence newer hangars <br /> could be rented for less than Mr. Bradford's. The higher initial cost <br /> also would make a difference in assessments and taxes. Mr. Miller <br /> suggested if the Council believed the wooden interior construction should <br /> be allowed that the resolution be amended to require concrete or asphalt <br /> floors. Also to require 3/4" minus gravel to a depth of three inches <br /> between the hangar and the taxiway. <br /> Assistant Manager said that the building code will require the concrete <br /> or asphalt hangar floors. Mr. Shelby explained that turf requires mowing <br /> once or twice a year/ whereas the graveled portions require sweeping <br />e monthly, sometimes twice a month. Although there was some value in having <br /> a five-foot strip of gravel around the hangars to keep down vegetation, <br /> putting it between the taxiways would mean more maintenance and possible <br /> damage to aircraft. Councilman williams added that in his experience <br /> "airplanes and gravel do not mix," the propel.lers have a tendency to pick <br /> up and throw the gravel. <br /> 3ee 7/16/75 - 5 <br />
