Moratorium Rescission, Room Tax Funds G <br /> - Councilman Bradley referred to a Eugene <br /> Register-Guard editorial concerning the Council's recent decision to rescind the <br /> moratorium on allocation of room tax funds. He wondered if the prevailing .view- Comm <br /> point of the Council was to rescind the moratorium. He thought the Council at 7/23/75 <br /> some future committee meeting might want to discuss reinstating it. File <br /> . <br /> Councilman Murray disagreed with the thrust of the editorial Ito retain the mora- <br /> torium until new guidelines are established]. He said however inefficient or weak <br /> the present procedures were, they had been in operation for some time, were routine, <br /> and that those programs traditionally waiting until the second part of the year for <br /> allocations would be "left out in the cold" if the moratorium were to be retained <br /> until a new procedure was settled upon. <br /> EE.Police Department Programs - Councilman Bradley asked for a staff report on exist- <br /> ing programs in the police department such as SWAT (Special Weapons and Tactics). <br /> He.was asking for a broad overview of police department activities funded by the Comm. <br /> city and/or the Law Enforcement Administrative Assistance.
