She said <br /> e they would like to see a youth rights commission fully recognized with the power to <br /> speak directly to the Council. However, she recognized the request for a women's <br /> commission now before the Council and said they didn't want to cloud that issue. <br /> Councilman Keller thought that since the proposal came out of an LCOG study which <br /> had not been distributed to the Council, the youth committee should get that informa- <br /> tion to Council members before a decision was made. He also fel t the question of <br /> where such a commission would fit in with the Human Rights Commission would be an <br /> important consideration to be decided. Ms. Meek said the study was officially <br /> termed a "staff report." She said they had one copy but had been unable to obtain <br /> more. However, that was on.ly one documentation of the need for the commission, <br /> she said, and other needs - discrimination, etc. - should also be considered. <br /> Councilman Murray suggested that staff obtain copies of the report from LCOG for <br /> distribution to Council members and postponement of further discussion until that <br /> information was available. <br /> Councilman Bradley supported the idea of a youth commission but favored postponement <br /> until it could be discussed in the broader concept of the Human Rights Commission <br /> and whether a women's commission would be a part of that structure. Councilman <br /> williams agreed. Councilwoman Beal thought there would be legal implications. She <br /> noted the human rights ordinance at this time did not involve discrimination on the <br /> basis of age. She wondered if this proposed group was to be concerned about general <br /> problems of young people without the force of law. Ms. Meek said the fact tha t the <br /> ordinance didn't cover age showed the need for an advocacy board. She said she <br /> hoped their group would be a' part of the discussion of the "larger issue," that they <br /> wanted input with regard to the structure of the Human Rights Commission. Councilman <br /> e Murray said there would be that opportunity because of the anticipated public hearings <br /> before the Counc.i 1 when the committee work on the proposed women's commission was <br /> finalized. He urged the young people not to become discouraged because he felt the <br /> Council was wanting to discuss other things relating to the overall issue rather than <br /> taking this separately. Also, there was the desire to have the information from <br /> LCOG on the study. <br /> Councilwomen Beal and Shirey commented that presentation of the proposal now was <br /> extremely timely, that it could be considered in the overall Human Rights Commission <br /> discussion when recommendation on the women's commission came back to the Council. <br /> They assured the young people that the issue would not be "shelved." Councilman <br /> Murray suggested that Ms. Meek keep in contact with staff to determine when the <br /> issue would come up for discussion. Councilman Bradley suggested contact with Salem <br /> with regard to the youth commission in that city. <br /> It was understood staff would obtain the Youth Services Systems Design.
