Approve <br /> In answer to a question, Mr. Flynn explained that the School Board has indicated <br /> 110 money is available at this time to fund the track. <br /> Mr. Bradley noted the possibility tourists could well use the facility for <br /> jogging purposes. <br /> Vote was taken on the motion which carried, all Council members <br /> present voting aye except Mrs. Beal voting no. <br /> At the conclusion of other business, Mr. Fl ynn , principal of Sheldon High School, <br /> expressed appreciation for allocation of the $10,000 for completion of the school's <br /> track, saying it was a real addition for the community. <br /> 4. Boy Scouts of America - Art Steele, long-time volunteer with the Boy Scouts, <br /> explained the money would fund an addition to the service center across from <br /> Autzen Stadium and would be used to buy some canoes. 4500 in the Scouts <br /> a.lone would use the equipment, and other organizations would be granted access <br /> to it as well. <br /> Staff would request postponement and referral to the City Attorney, as there <br /> are some questions .in terms of contractual service to the City. <br /> Mrs. Beal moved seconded by Mr. Hamel to refer the request to Comm <br />e the City Attorney. Motion carried unanimously. 9/17/75 <br /> Approve <br /> In response to Art Steele, 2300 Oakmont Way, it was explained that no action would <br /> be taken on this item at this meeting; the Council was awaiting an opinion from the <br /> city attorney. <br /> 5. Churchill High School - Mr. Keller questioned whether the request for funds to <br /> fence the track at Churchill would meet any of the three criteria. He would <br /> tend to think this project would be the responsibility of the School District. <br /> Comm <br /> Mr. Keller moved seconded by Mrs. Beal to deny the request for funds. 9/17/75 <br /> Approve <br /> Joe Soderberg, past president of the Churchill Booster Club, noted that a fence <br /> is necessary to protect the facility. He feels the fence would not benefit <br /> just the school but, ra ther , the entire area. He does not see any difference <br /> between this project and the Sheldon track. <br /> Staff, on the other hand, feels a fence is not part of the recreational <br /> facility within the meaning of the guidelines. It is realized there is a <br /> problem out there, but many other tracks in the city do not have a fence <br /> either. The School Board would be the logical group to solve the problem of <br /> maintenance of facilities. <br /> Parks Director explained that the Churchill track is heavily used by the public; <br /> it is an expensive facility, he noted, and needs protection regardless of <br />e whether it meet s all the criteria. Mrs. Beal sees no argument with whether <br /> the fence is needed or not. The issue is whether room tax funds should be <br /> used in this manner. <br /> 5/8 9/22/75 - 7 <br />
