Junior Symphony <br /> Mrs. Beal moved seconded by Mr. Keller approval of $3500 as recommended Comm <br />e by the committee. 9/17/75 <br /> Approve <br /> Aljce Dugan expressed appreciation for the continued support. The orchestra <br /> of 100 and junior strings program of 50 is a real attraction to families coming <br /> to Eugene. <br /> Vote was taken on the motion which carried unanimously. <br />9. Emerald Empire Square Dance Clubs <br /> Comm <br /> Mr. Keller moved seconded by Mr. Hamel to deny the request. 9/17/75 <br /> Ap[.'rove <br /> Mr. Nat Dicianna appealed to Council to reverse the committee's decision. He <br /> believes the square dance clubs meet all criteria except the requirement that <br /> there are other sources of funds. "If we could have raised the money some <br /> other way," he said, "we would not be here." There are clubs in all areas of <br /> town, and they do contr.ibute to the room tax every year since many out-of-towners <br /> come to the city to square dance. <br /> Larry Lauderdale explained that he is chairman of their winter festival which <br /> will be a part of the Bicentennial celebration. It will be a cultural event <br /> and they have raised $300 which could be used. <br /> Mr. Bradley wondered if funds could be approved to match each dollar raised <br /> by the group up to the limit of the request. Finance Director thought that <br />- would be possible and that since staff felt the group qualified otherwise <br /> they should really consider raising some of the money. <br /> City Attorney felt that kind of approach tends to appear to be a grant process <br /> in which the city cannot engage, as contrasted to a contract for service <br /> 520 9/22/75 - 9 <br />
