He feels it <br />is the most significant step taken in the equal opportunity program since <br />the adoption of the ordinance itself. It not on~y provides a means of <br />accommodating groups that need attention in the community but cleans up the <br />ordinance to the extent that there will be set procedures to follow with a <br />much more formal structuring. <br />E. Discussion of Water Extension Policy - The question of water extension has e <br />been brought up again, as specifically regarding the Shade Oak Subdivision - it <br />is well outside the urban service boundary involving the Willamette Water <br />Company with which EWEB has a contract. It is Qnderstood that EWEB is not <br />taking a position at the Boundary Commission meetings on this metter, feeling it <br />is up to the City to take such a position. <br />Asst. Planning Director Chenkin.attended one such meeting arguing in support <br />of denying revisions to the contract which would have the effect of extending <br />.beyond what is now allowed. Mr. Chenkin has further studied the matter and <br />would like Council direction if they would like him to act in their behalf. <br />He stated the Shade Oak Subdivision is located east of I-5 slightly south of <br />Goshen and clearly outside of the urban service boundary. It is zoned county <br />AGT allowing single-family dwellings on 5-acre parcels or larger. Present <br />Oregon law requires Boundary commission approval for any extra-territorial <br />water service. The resolution adopted by the Council on October 13 was an <br />updating of the policy used with an individual property owner. It really was <br />not directed to an entire prea asking for water service. In addition, there <br />are definite criteria in the 1990 Plan to provjde direction. While that plan <br />recognizes that city services might be extended to satellite communities, it <br />requires communities have a plan in their own right first. There is a <br />possibility a plan will be prepared by the count~ some time in the future for <br /> ,'. .' ,.~. <br />the area in question, but it is not on the schedule at this time.
