<br /> Parks Resource Allocation Model - A great deal of parks maintenance is <br /> required and an attempt would be made to use computers to determine <br /> optimum crew placement, bottlenecks, etc. <br /> Noise Ordinance - The purpose will be to determine a reasonable noise level . <br /> as well as economic consequences involved. <br /> Fire Department Innovation Fund - The fund provides resources to test and <br /> evaluate prototype equipment for the Fire Services. <br /> Other projects will include transfer of a fire training simulator, an automatic <br /> fire hydrant opener, improved dispatching~ water additives, new tools. In <br /> addition, other ideas include potholing patching material, solar heated <br /> pools, police dispatch information display, environmental evaluation of <br /> chemicals, Fire Department communication recording device, improvement of Cornm <br /> air quality in City Hall, and city staff construction of its own fire <br /> pumpers. At present, a fire pumper costs $82,000. A savings of $15,000 10/29/75 <br /> per pumper would be realized with the City building them, as well as lower File <br /> maintenance costs. <br /> Other projects being considered include rapid response fire vehicles, sewer <br /> relining, automated library system, TV translator, energy conservation, and <br /> satellite/land use. <br /> Mr. Page showed an infrared map of Eugene taken by a U-2. One possible use <br /> for a map of this kind might be to discover diseased trees. He also showed <br /> a prototype of an automatic fire hydrant opener, as well as Probeye, a highly <br /> sensitive hand~held infrared viewer which presents a thermal picture of the <br /> scene within the field of view. It clearly reveals temperature differences <br /> between closely adjacent objects and bp.tween objects and background, thereby e <br /> quickly and accurately locating source~ of concealed fires and heat. It <br /> can accomplish this in total darkness as well as through smoke and haze. <br /> Since bodies radiate infrared energy according to their temperature, the <br /> Probeye can locate bodies which might be trapped in a burning building. <br /> Mention was also made of some projects that might be developed in <br /> cooperation with other jur~sdictions such as better facilities to accommodate <br /> handicapped people, emergency devices procurement manual, firefighting <br /> training simulator, pavement striping and resource recovery. <br /> Several cost-savings projects have been implemented already in Eugene and <br /> there are expectations of transferring other projects to Eugene which <br /> have been developed elsewhere. <br /> T.
