<br /> Mr. Murray commented that the proposed method seems to be a very useful and <br /> reasonable way to approach the matter. He also said he' did not totally <br /> agree with the statement in the memo that the city cannot directly control <br /> e the rate of population growth for this area and that techniques which would <br /> achieve that kind of control are being challenged in the courts at present. <br /> Mr. Murray moved seconded by Mr. Williams that Items A through HH be approvedt <br /> affirmed and filed as noted. Rollcall vote. Motion carried unanimously. <br /> IV - Ordinances <br /> Council Bill No. 971 - Calling hearing January 26, 1976, re: vacating alley <br /> south of Franklin between Villard and Orchard was read <br /> I-B-2 the first time by council bill number and title only, there being no council <br /> members present requesting that it be read in full. <br /> Mr. Murray moved seconded by Mr. Williams that the bill be read the second time by <br /> council bill number only, with unanimous consent of the Council, and that <br /> enactment be con~idered at this time. Motion carried unanimously and the bill <br /> was read the second time by council bill number only. <br /> Mr. Murray moved seconded by Mr. Williams that the bill be approved and given final <br /> passage. Rollcall vote.
