Motion carried unanimously. <br /> <br />Comm <br />3/17/76 <br />Approve <br /> <br />. <br /> <br />M.Amendment, Council Bylaws re: Setting public hearings - Council members previously <br />received copies of proposed resolution that would amend the Council bylaws to allow <br />public hearings required on quasi-judicial matters to be scheduled by the city manager <br />rather than being set by the Council at cOmroQttee-of-the-whole meetings. Jim Korth, <br />city attorney's office, explained that primarily the amendment would do away with <br />referral to the committee-of-the-whole of those matters which are required to be <br />considered in public hearing by the entire Council anyway. Assistant Manager added <br />that the proposed process would not discontinue the distribution of Planning Commis- <br />sion materials. Manager suggested listing at the end of committee-of-the-whole <br />agendas those items scheduled for public hearing so the Council would be aware of <br />what would appear on the regular Council meeting agendas. <br /> <br />Mr. Keller moved second by Mr. Hamel to adopt the resolution. <br />carried unanimously. <br /> <br />Motion <br /> <br />Comm <br />3/17/76 <br />Approve <br /> <br />N. Use of Room Tax Money for Open Space Acquisition - Mr. Murray requested <br />,an opinion from the City Attorney at SOIre future date on whether it would <br />be legal to use room tax money, earmarked for recreational and tourist <br />purposes, for open space acquisition. <br /> <br />Comm <br />3/10/76 <br />Affirm <br /> <br />O. <br /> <br />Goodpasture Island Building Construction - Mr. Bradley requested staff <br />comment on the status of the Goodpasture Island annexation, particularly <br />because of a new office complex he understands will be built in that area <br />which is not in the city. Criminal Justice Goals - Mr. Bradley referred to correspondence recei ved <br />by Council regarding the arrest of a woman whose dog was at large and her <br />subsequent dealings with the Public Information Officer in the Manager's <br />Office. Mr. Bradley expressed concern with Police Department priorities, <br />feeling that area perhaps should be decriminalized to prevent recurrence <br />of as much time being spent on problems such as the one in 'question. <br /> <br />Mrs. Beal concurred, and Mr. Murray noted the Community Goals comrndttee is <br />currently working on the refinement of community. goals calling for social <br />goals processes. <br /> <br />It was understood that goals and objectives in the area of public <br />safety' would be discussed at a subsequent conmdttee meeting~ <br /> <br />Comm <br />3/10/76 <br />Affirm <br /> <br />Q. 'Jail Tour - Letter was received from the Citizen's Advisory Committee to Adult <br />Corrections in Lane County and copies previously distributed to Council members <br />inviting them to tour the Lane County Correctional Facility. Manager explained <br />that the best time for such a tour appeared to be about 1:00 p.m. and could be <br />arranged for a Wednesday immediately fOllowing a committee-of-the-whole meeting.
