<br />Mr. Keller moved second by Mr. Haws to adopt the resolution. Rollcall vote. <br />Motion carried, all Council members present voting aye. <br /> <br />E. Annexation east of Kimberly and Dogwood, south of 30th (Tillman) (A 75-11) <br />Denial recommended by the Planning Commission on January 12,1976. Held over <br />from March 8 Council meeting at the request of the petitioner. <br /> <br />e <br /> <br />Manager explained that this item was being withdrawn from this agenda. The peti- <br />tioner, he said, was working out a revised proposal with staff with the idea that <br />it would be presented to the Council/Planning Commission session scheduled for <br />noon.on March 29 at the Thunderbird. There were no objections. <br /> <br />II - County 4ibrary Proposal <br /> <br />Consideration of Library Board Report on County Library Plan <br />March 3 report of the Library Board has been distributed to Council members. <br />Manager explained that the proposal is to establish a county-wide service <br />invol ving the Eugene Public library and other ci ty libr.aries. The serial levy <br />would result in a tax rate of 10 cents per thousand TCV, and the monies collected <br />within any city would be returned to that city. In addition to establishing <br />borrowing services for cities outside Eugene, plus a bookmobile, each library <br />would receive an amount of money equal to 5% of what it had spent on library services <br />the previous year. <br /> <br />I-B-3 <br /> <br />Nancy Hayward, Lane County Commissioner, explained that three or four years <br />ago she was invited to attend a meeting in Florence with library board members <br />and the Eugene librarian to talk about the extension of services to unserved <br />areas. Concern was expressed at that time about lack of improvement or <br />coordination, and a committee was established with representatives from all the <br />communities having libraries, as well as users of the Eugene library. Additionally, <br />a grant was secured from the state library to demonstrate kinds of service that <br />cou 1 d be g.i ven w"i th some sort of regular revenue. Out of the meetings came a <br />promise to submi t a ballot measure "this May" for the purpose of funding county <br />library services. Mrs. Hayward noted the County would approach negotiation on <br />administration of the county library services with an open mind. <br /> <br />e <br /> <br />Bob Wood, Lane County Commissioner, emphasized the sincerity of the commissioners <br />in cooperating with Eugene to protect its interests in the library <br />administration system. <br /> <br />Mrs. FraQk Lacy, Library Board Chairman, said the Board favors a county system <br />but also stresses efficient spending of dollars to support the services. <br /> <br />Jim Meeks, Librarian, emphasized the importance of a county-wide system. <br /> <br />Dr. Charles Williams, Library Board member, referred to the policy position of <br />the library board as distributed to Council and said the six points contained in <br />that position should be negotiated before the election rather than after. <br /> <br />Mr. Murray expressed regret that the issue was going on the ballot without prior <br />comment from the City Council. He accepts all the recorrunendations made by the <br />Library Board. He strongly favors a countywide library system, but he feels the <br />county proposal is a bad one because of the funding scheme. In considering the <br />total investment Eugene citizens have made in their library, he feels the plan <br />seems to be a gi veaway . <br /> <br />. <br /> <br />Mr. Plilliams wondered if the city Would be "locked in" for four years should the <br />levy pass, even if revenues generated by the levy did not cover costs.
