<br />Comm <br />3/17/76 <br /> <br />Stan Long, assistant city attorney, explained that as the result of several meetings <br />between the city and county at the staff level, an understanding had been reached <br />with regard to the proposed ballot measure to be presented in the May election. The <br />county staff is expected to have the proposed measure and ballot title ready by the <br />morning of March 24, he said, so that it could be discussed at committee-of-the-whole <br />that day simply as a policy question and without the encumbrance of legal issues. <br /> <br />Councilman Murray wondered about receiving details of the proposed measure in view of <br />the Commissioners' consideration of the matter at its meeting on March 24 before the <br />city's committee-of-the-whole session. Mr. Long answered that the proposal would <br />not differ in concept from that presented earlier - the county is proposing a serial <br />levy that would raise enough money to permit expansion of the county mobile library <br />service. If the levy passes, it is anticipated the city would be approached by the <br />county and asked to consider entering into a contract to make the public library <br />services available to county residents. He said the order calling for an election and <br />the ballot explanation itself would make it clear that funds raised in the city under <br />the measure would be refunded to the city as earmarked funds for library services. <br /> <br />Councilman Murray asked then if Eugene's participation would still be open to negotia- <br />tion if the measure was passed. Also, whether the tax money would be returned to <br />Eugene if the city did participate. Mr. Long said the proposed ballot statement had <br />been clarified so there was no ambiguity about requirement for contractual arrange- <br />ment for city participation. His understanding of the intent was that the city's <br />portion of the county tax would be returned to the city as earmarked funds for the <br />library. Improvement peti tions <br />1.Sanitary Sewer - Pattison Street from Berntzen Street to the west within <br />Gregory Park - 35% of assessable area on petition - no city cost. <br />2.paving, Sanitary Sewer and Storm Sewer within Burnside Subdivision, - totally <br />within subdivision - City Cost: $6000 storm sewer, $3500 sanitary sewer. <br />3.paving, Sanitary Sewer and Storm Sewer within Century Maples Subdivision - <br />totally within subdivision - City Cost: $14,000 sanitary trunk. <br /> <br />M~. Keller moved seconded by Mr. Haws to accept the petitions. <br /> <br />Comm <br />3/10/76 <br />Approve <br /> <br />Mrs. Beal wondered why, on Item 1, only 35% signed the petition. Don Giluan, <br />Assistant Public Works Director, noted the subdivision was platted ten years <br />ago and for some reason was never developed. Owners of four or five lots have <br />requested the sewer be extended. The other areas remain vacant.
