<br />-- <br /> <br />comrndssioner is to place him or herself in the exact center and take as <br />comprehensive a view as possible and she feels Commissioners should have a <br />commitment to planning, time, and a feeling for a balanced view of the whole <br />ci ty. <br /> <br />Mr. Haws appreciated Mrs. Ni ven ' s comments, though feels it is difficu1 t to <br />tell his ward, from which there is no planning cOrmUssioner, that they are <br />really being represented and considered in planning efforts. <br /> <br />Mr. Murray felt a safeguard against a commissioner's prioritizing his own <br />ward is the fact that there would be seven other members voting. <br /> <br />Mayor Anderson expressed having serious reservations about the proposal, <br />agreeing with Mrs. Niven's comments regarding building constituencies. He <br />feels the city should be planned as a unit rather than in sections which <br />can reflect pockets of resistance. He is also concerned that it would be <br />a step backwards in the city's efforts to promote citizen participation since, <br />under the proposal, an individual would have an opportunity to apply only <br />once every four years. He feels, too, that the Council serves as the <br />geographic representatives of the city and, it sOl!'e geographic balance is <br />desirable on the Planning COnmUssion, there should be a better way to effect <br />it and, at the same time, examine the full set of criteria to be used in <br />Planning Commission selections. He would like to see the Council set forth <br />criteria which are felt to be important at the time of a particular <br />selection. For instance, if there is a vacancy in a particular area of <br />town, people applying from that area certainly should have a higher priority <br />than others. <br /> <br />a <br /> <br />Mr. Murray is not attracted to the idea of loose kinds of criteria and feels <br />too that there are large segments of the community who do not feel adequately <br />represented. <br /> <br />Mrs. Niven felt general criteria would be satisfactory along with deciding <br />what specifics need to be considered as particular vacancies arise, taking <br />into consideration the role played by the person vacating the position and <br />evaluating applications in that context. <br /> <br />Mrs. Shirey would like to see more definite criteria formulated before voting <br />on the matter. <br /> <br />Mr. Keller moved seconded by Mrs. Shirey to table. Motion carried, <br />all Council members present voting aye except Mr. Murray, aJrad1ey and <br />Haws voting no. <br /> <br />It was understood a work session would be held Monday, April 12, Noon, in the <br />MCNutt Room to further discuss the issue. <br /> <br />Corom <br />4/7/76 <br />Affirm <br /> <br />Mr. Murray suggested that any Council members having ideas for different <br />criteria should draft them by the time of the meeting. <br /> <br />e <br /> <br />U.~n;id~~ation of Policies ~d Procedures for Planning Commission Appointments <br />April 12 memo from Planning Director has been distributed to Council, suggesting <br />that major factors in Commissioner selection should include interest in community's <br />future, time to serve, minimum of conflict of interest, ability to think objectively, <br />ability to express thoughts clearly, comrndtment to community welfare.
