<br />E. Plan Policy Committee Appointment - Confirmation of the appoint of Mr. Williams <br />as delegate and Mr. Bradley as alternate to that comrndttee had been tabled from <br />the April 12 council meeting to this meeting. Both those Council members had <br />indicated interest in serving and, for that reason, Council President Keller <br />recommended them. <br /> <br />. <br /> <br />Mr. Haws said he had not realized it was a Council appointment, thinking it was <br />Mr. Keller's prerogative to choose - so he requested reconsideration of the matter. <br /> <br />Mr. Keller commented that he had made the reco~nendations based on those indicating <br />an interest. His recommendations had not been meant to be taken as fait accompli <br />if there were others wishing to indicate interest or preferences. <br /> <br />Mr. Hamel reminded Council that they had, at a previous committee meeting, voted <br />unaniurJusly to approve the appointments, contingent on formal approval at the <br />April 12 Council meeting. <br /> <br />Mrs. Beal, however, had not understood there was any choice in vol ved. She <br />feels the appointment is highly important and would prefer someone who <br />'reflects her personal point of view - she is not sure Mr. Williams and she <br />always agree. <br /> <br />Mr. Bradley feels the appointee should reflect as much as possible the total <br />concerns of the Council and of Eugene and that periOdic reports should be brought <br />back so Council can provide guidance. He also suggested possible rotation of <br />the two delegates. <br /> <br />Mayor Anderson does not share some of the concerns expressed. In this process, <br />there are checks and balances which prevent anyone delegate from dominating. <br />Whatever the delegate may think, the ultimate test will. be when and if this <br />council adopts the plan. It is incumbent on the appointee, he said, to reflect <br />Council's viewpoint rather than a personal viewpoint because the plan will have <br />to be submi tted to meet the test of the entire council. <br /> <br />-. <br /> <br />Mr. Williams agreed with Mayor Anderson and felt too that rotation of the <br />delegate would not be effective, - it would aIOOunt to "sending a clerk" to <br />the committee which he feels would seriOUSly limit the ability to function. <br />is not prudent to tie a delegate's hands, with all other members being able <br />to make decisions for their bodies and given the fact there are checks and <br />balances. <br /> <br />It <br /> <br />Mrs. Beal IOOvad seconded by Mr. Murray to relOOve the matter from <br />the table and reconsider. Moti on carried, Council members Haws, Beal, <br />Murray and Shirey voting aye, Council. members Keller and Hamel voting <br />no and Council members Williams and Bradley abstaining. <br /> <br />Corom <br />4/14/76 <br />Approve <br /> <br />Mr. Bradley felt it might be appropriate to open up the candidacy again, that <br />those interested notify the city manager, the names being made known at the <br />next Commdttee meeting. <br /> <br />Mayor Anderson expressed impatience wi th this type of acti vi ty. He suggested <br />it might; be fair to flip a coin. <br /> <br />Mr. Murray feels it is an important appointment, dealing with vital issues, and <br />it would seem frivolous to flip a coin. <br /> <br />.J <br /> <br />Mayor Anderson disagreed, saying that there are two people who have expressed <br />interest in serving - they have volunteered to spend a great allJ?unt of their <br />time on a committee involving much work. <br /> <br />-- <br /> <br />4/26/76 - 14 <br /> <br />~~8 <br />
