(March 29, 1976), the Planning Commission recommended approval of the rezoning to C-l SR on a 5/1 vote (previously forwarded to the Council on a 3:3 tie vote). Jim Saul, planner, reviewed the history of the rezoning request and background ... of previous zoning on the property (see Council minutes February 23, 1976). He .., took note of public hearing held before the Council on February 23 and another before the Council in attendance at the joint session with the Planning Commis- sion on March 29. Council Bill No. 1115 - Rezoning to C-l SR area at southwest corner of 19th Avenue and Jefferson Street was read by council bill number and title only, there being no Council member present requesting that it be read in full. Mr. Haws moved second by Mrs. Beal that findings supporting the rezoning as set out in Planning Commission staff notes and minutes of January 6, 1976 and March 29, 1976 be adopted by reference thereto; that the bill be read the second time by council bill number only, with unanimous con- sent of the Council; and that enactment be considered at this time. Lacking unanimous consent - Council members Haws, Beal, and Hamel voting aye; Council members Murray and Shirey voting no - the bill was held over for second reading. E.
