Elks Flag Request - Manager has received a request from the Eugene Elks Lodge <br />to erect 25' flag poles every 25 feet along Centennial Blvd. from the bridge <br />by FOps to the turn past Autzen Stadium in recognition of a 2l-day flag salute <br />from June 14, Flag Day, until July 4, declared by the Congress of the united <br />States. <br /> <br />Public Works Director noted the right-of-way on that stretch is all under <br />coun~y jurisdiction and the County Commissioners have already granted their <br />approval for the project. <br /> <br />Mr. Murray moved seconded by Mr. Hamel to gi ve conceptual approval <br />to the Elks' project and authorize city staff to issue any permits <br />as needed. Motion carried unanimously. <br /> <br />F. Amendment, EWEB Bond Election Ordinance - Manager noted the bond attorney <br />is requesting an ordinance be prepared which deletes reference to the <br />issuance of a voters' pamphlet, as it has been determined that there is no <br />need for one. <br /> <br />Mrs. Beal moved seconded by Mr. williams to prepare an amending <br />ordinance. Motion carried unanimously. <br /> <br />G. <br /> <br />~lace Hotel - A summary of the proposed contract between Sorgenfri and the <br />City for operation of the Palace Hotel was distributed to Council. Council <br />action is desired by the next Council meeting to allow consummation of the <br />contract by May 28. <br /> <br />Don Laird, City Attorney's office, explained that Sorgenfri is buying the <br />Palace Hotel for $155,000. The City will subsidize the purchase with revenue <br />sharing and community development funds, stipulating the residential <br />establishment is to be maintained for low-income elderly persons. The 20-year <br />agreement provides for rent controls, preservation as an historic structure, <br />establishment of eligibility requirements and meal service. The agreement <br />provides for a grant by the City of $33,000, $20,893 contingency for <br />operation, $58,057 for rehabilitation. If Sorgenfri should default, the <br />City would manage the project for the duration to protect its interests. <br />TheCitq would not guarantee the debt, however. <br /> <br />Mr. Laird explained that a grant from Lane County is to be used to purchase <br />kitchen equipment.
