<br />Mr. Bradley wondered why the public, through EWEB, pays for a crossing that <br />will be serving a private enterprise. <br />Mr. Stadler, EWEB, explained that EWEB paid $130,000 to the Hindquarter who had e <br />purchased the property from Northwest Natural Gas. EWEB has a l2-year lease <br />with the Hindquarter. At the end of that time, if EWEB needs the property, then <br />the entire property and quarter million dollar improvements will revert to EWEB. <br />Mr. Stadler said a grade crossing is necessary for entry and egress of City <br />equipment and is not exclusively for the use of the Hindquarter. <br />Public Works Director noted the improvement on the crossing is on a public <br />dedication, not on private property. <br />Mr. WiLliams wondered if EWEB legally can be a landlord for the restaurant. Mr. <br />Stadler responded that EWEB's general counsel approved the arrangements and <br />gave such assurance. <br />Mr. Bradley would hope that, on the property EWEB is leasing to the Hindquarter, <br />EWEB is not paying the ad valorem property tax. Mr. Stadler answered that, in <br />addition to the lease, the Hindquarter will pay all real property tax and <br />fire insurance. <br /> Corom <br /> Mr. Keller lOC)ved seconded by Mr. Haws to authorize execution of the 6/2/76 <br /> agreement to secure the easement. Ad Hoc Youth Comrndttee - Memo and reports have been distributed to council. <br />Jim Williams, member of the Youth Ad Hoc comrndttee, said their committee has <br />been working on a proposal since February; they held a public hearing on <br />April 7 and they were hoping to appear before the City Council before school - <br />was out for the Summer. They are requesting a hearing b~ held at the earliest <br />possible time. <br />Pierre ~an Rysselberghe, committee member, noted the number of youth at "today's" <br />meeting and added they have aLl. s.poken in favor of a Youth Rights Commission. <br />Mr. Murray wished feedback on whY a corrunission was feit to be the best avenue <br />to pursue. <br />Jim Williams said the consensus was reached by the Ad Hoc Corrunittee that any <br />other arrangement would not giva that age group equal representation and input <br />into the corrununity, and they ara ~sers and receivers of many services provided <br />by the city. They recommend the protected class be those from 18 to 25 with <br />advocacy and educational programs for the 13-18 age group. <br /> Mr. Bradley lOC)ved that a special hearing be set for a date before <br /> school is out on June 11. He asked that details be included <br />in some of the problems to be considered, possible solutions and some of the <br />responsibilities and relationships to the community. Since Council decides on - <br />the structure, he said, it needs some idea of what the commission's activities <br />would be.
