Mr. Keller moved second by Mr. Haws that the bill be approved and given final passage. Rollcall vote. All Council members present voting aye" the bill was deClared passed and numbered 17688. Council Bill No. 1171 - Establishing moratorium to July 1, 1977 on conditional use permits in area between Pearl Street and High Street, and between 1st Avenue (High extended) and east/west alley south of 3rd Avenue was read by council bill number and title only, there being no council member present'requesting that it be read in full. Mr. Keller moved second by Mr. Haws that the bill be read the second time by council bill number only, with unanimous consent of the Council, and that enactment be considered. at this time.
