West of Goodpasture Island Road, south of Kinsley - From AGT to R-2 PD <br /> (Howell, Smith, Brown)(Z 76-24) <br /> Recommended by the Planning Commission on July 6, 1976. II-B-I <br /> Jim Saul, planner, explained that this was the last of the zoning issues af- <br /> fecting the Goodpasture Island area and involved 77 acres annexed in July 1972. <br /> He noted the lengthy, complicated process and consideration of various zoning <br /> proposals on this particular property culminating in the Council's denial of <br /> C-2 zoning in October 1975. The city's action was challenged in court, and <br /> that action has been held pending action upon the zoning application for <br /> R-2 PD now under consideration. Mr. Saul said the basis for the Planning <br /> Commission's recommendation was that the proposed zoning is consistent with <br /> the recently adopted amendment to the 1990 Plan for the Island area, and also <br /> consistent with objectives of the General Plan with regard to provision for <br /> medium-density housing. Addition of the PD suffix, he said, gives the oppor- <br /> tunity for subsequent review of development proposals as well as numerous ad- <br /> vantages to the developers themselves in terms of dwelling types, transfer <br /> of densities, and satisfying the LCDC goals with regard to the Willaemtte <br /> Greenway. <br /> No ex parte contacts or conflicts of interest were declared by <br /> Council members. Planning Commission staff notes and minutes of <br /> July 6, 1976 were received as part of this record. <br /> Public hearing was held with no testimony presented. . <br /> Counci 1 Bi 11 No. 1216 - Rezoning to R-2 PD area west of Goodpasture <br /> Island Road, south of Kingsley Road was read <br /> by council bill number and title only, there being no council member <br /> present requesting that it be read in full. <br /> 8/9/76 - 12 3qg <br />
