Approve <br /> O.State of Oregon Revenue Sharing - Proposed resolution has been distributed to <br /> Council. The resolution supports League of Oregon Cities revenue task force <br /> program for sharing of State of Oregon revenues. It is an LaC proposal which <br /> has received approval of the interim committee of the legislature. Comm <br /> 8/4/76 <br /> Mr. Keller moved seconded by Mr. Murray to adopt the resolution. Tax Exemption for Rehabilitated 25-Year or Older Residential Property - Proposed <br /> resolution has been distributed to Council, recommended by HCDC, for <br /> establishment of standards and guidelines for implementation of state <br /> legislation aimed at subsidizing rehabilitation of older housing <br /> through a 5-year property tax exemption. Also recommended was <br /> designation of HCC as supervisory department in administration of the <br /> program. The resolution also seeks concurrence of School Districts <br /> 52 and 4J, that approval required by law. Mr. Murray felt that HCDC <br /> should be assured some role in the development by way of comments on <br /> proposed standards and guidelines. <br /> Charley Kupper, HCC Director, referred to a staff report dated July 13, <br /> indicating that 262-525 units in the city might be eligible for <br /> rehabilitation. There is no in depth assumption as yet as to the financial <br /> impact. <br /> John Mills-Erickson, HCC, noted that a $100 fee based on inspection cost <br /> is to be paid before rehabilitation work is done; therefore only those <br /> highly interested in rehabilitation completion are considered. Manager <br /> understands that the tax exemption applies to the change in value achieved; <br /> it does not apply to the base value of the building. <br /> Mr. Williams noted that the tax exemption is for code mandated improvements - <br /> those necessary to conform to the building code. -- <br /> Mr. Keller moved seconded by Mr. Haws to adopt the resolution, changing Comm <br /> Section 3 to include HCDC approval of standards and guidelines. 8/4/76 <br /> Motion carried unanimously.
