Fairmouht Neighborhood Street Closure Request - Council has received a <br /> letter from the Fairmount Neighbors regarding denial by the city of their <br /> request for a street closure for social activities. Mr. Murray agreed with <br /> the intent of the letter, feeling there should be more flexibility on requests <br /> for street closures for neighborhood functions. Mr. williams does not Comm <br /> sense that the Council is opposed to the concept; the inherent problem, he 8/4/76 <br /> said, is that closure carries the liability with it should any accident File <br /> occur. <br /> Assistant City Manager noted that, if such street closures are endorsed, <br /> that endorsement carries with it the attendant liability. Should such <br /> activities be conducted without permission, then upon complaints or problems <br /> arising the ordinance would be enforced. Mr. Murray felt that rationale <br /> should be communicated back to the group, and Mrs. Shirey feels the whole <br /> concept of block parties and street closures should be reviewed. <br /> Z. Parks 1972 Bond Issue Report on Land Acquisition - Report was distributed <br /> to Council. Mr. Haws wondered why it took four years to expend the <br /> funds. Parks Director Ed Smith explained that the bonds were not sold -- <br /> until 1973 and much of the total program takes some time; one person <br /> conducts most of the acquisition program plus there are various problems <br /> with land acquisition as well as scheduling of funds. Manager noted that there <br /> are about 100 separate projects in this year's program. Also, as of July <br /> 31, 924 new dwelling unit permits have been issued - 428 of those are for Comm <br /> single-family dwellings; another 100 are for mobile homes with the remainder 8/4/76 <br /> for multi-family dwellings. Staff hopes to have all departments on a somewhat uniform 8/4/76 <br /> quarter ly reporting system for benefi t of management and Council. File <br /> A (b) Room Tax Allocation Procedure Sub-Committee - Mr. Keller announced that he, Comm <br /> Mr. Haws and Mr. Murray would serve on the subcomnittee to study room tax 8/4/76 <br /> allocation procedures. Approve <br /> CC. Charter Revision Review - 7-28-76 draft and subcommittee reports have been <br /> distributed to Council. Reference was made to Section 15 on Council Immunity, Comm <br /> which says that no council member may be held liable or questioned in any 8/4/76 <br /> other place for words uttered in Council debate. The wording, according to File <br /> Orval Etter, City Attorney's office, has been traditional. There is <br /> considerable immunity from Council members being sued or compelled to <br /> testify about what they say in the course of deliberations of the legislative . <br /> body. Mr. Etter felt the immunity would cover Council meetings, Committee <br /> of the Whole meetings and subcommittee meetings authorized by Council to do <br /> its work. <br /> 8/9/76 - 24' '110 <br />
