W~rd processin~ ~enter Resolution for Transfer of Funds - Memo from Word Processing <br />D~rector expla~n~ng operations of the new department and copy of proposed resolution <br />transferring funds to the department have been distributed to Council members~ . <br />The word processing program, said the manager, is felt essential to meet futur~ <br />clerical needs and nake the most effective use of resources. Part of the <br />financing is the transferring of personnel, plus the purchase of equipment is <br />conte~plated out of the equipment service fund. Manager noted that the figure <br />in the resolution for transfer of funds from the Equipment Service Fund should be <br />$64,191 rather than $55,516. <br />Comm <br />8/11/76 <br />Mr. Keller moved seconded by Mr. Haws to adopt the resolution. Election Campaign Expenditures <br /> <br />Mrs. Beal moved seconded by Mrs. Shirey that the Mayor appoint ~ <br />a subcommittee to investigate ways of limiting campaign expenditures ~ <br />for all elected officials in the city of Eugene and make <br />recommendations for preparation of an ordinance. Comm <br />8/18/76 <br />Mrs. Beal explained that, in researching past expenditures, she has found Approve <br />that those costs are rising. She said that a few years ago an average of <br />$400 per candidate was spent but expenditures over the last couple of <br />years have gone as high as $4300 which was spent by an EWEB candidate. <br /> <br />Mrs. Beal said that she has no personal interest as she is not a candidate <br />for re-election; however, she noted that Eugene is a city of citizen <br />participation and, if elections are too costly for candidates, the average <br />citizen will be unable to run. <br /> <br />Mr. Williams referred to a study conducted on the subject several years <br />ago which concluded that there was no effective way to cut expenses and <br />still preserve certain constitutional freedoms. He suggested that any <br />subcommittee should first look to that study before developing any <br />recommendations. <br /> <br />Mr.. Murray also expressed concern with rising expenditures, particularly <br />because of the possibility of runoff elections. <br /> <br /> <br />Vote was taken on the motion which carried unanimously. <br /> <br />E.
