Motion carried unanimously. <br />II-B-2 Manager noted the memo explaining the use of the funds applied for and the list <br /> of projects proposed, which was previously distributed to Council members. Dale <br /> Harkey, city manager's office, read from the memo the objectives of the Act and <br /> the rules for allocation of funds. <br /> Bob Thomas, assistant director of housing, displayed a sketch of the retail <br /> space proposed for construction in connection with a parking structure at the <br /> north end of the downtown mall (8th and Willamette). He said it was part of <br /> the urban design and renewal plan and found not feasible to complete as part <br /> of the original entity, but it seemed to fit the criteria of this Act. <br /> Public hearing was opened with no testimony given. <br />- Resolution No. 2569 - Authorizing applications under Title I of the <br /> Public Works Employment Act of 1976 was read <br /> by number and title. <br /> Mr. Keller moved second by Mr. Haws to adopt the resolution. <br /> Clark Cox, Jr., 1085 Patterson Street #9, member of the Citizens Advisory Com- <br /> mittee for Lane Transit District, wondered why only the retail space under the <br /> parking structure was mentioned, why not the transit station. He asked too how <br /> a member of the public would go about applying for funds. Manager answered that <br /> the parking structure mentioned was across the street from the transit station, <br /> and that there were only 90 days in which to apply for funds and it was pre- <br /> sumed better if the city applied in view of the complete plans and specifica- <br /> tions required in that time. <br /> Councilman Bradley asked about the priority order of the projects listed. Mana- <br /> ger answered that the list reflected the city's preference, no priorities are <br /> allowed since the projects will be selected on a point system. Several Council <br /> members commented on the' laundry list" and "being stuck with a jumble of things," <br /> but Manager explained that the application had to be made within 90 days, giving <br /> no time to do other than the list presented. <br />I III-A-] Vote was taken on the motion to adopt the resolution.
