<br />After review, listening to testimony, and discussing the issue with various people, <br />he said he had decided to vote for approval of the project. <br />Councilman Williams noted his intent to abstain from voting because of his interest . <br />in Citizen's Bank and the position taken by the Bank at this meeting. <br />Councilman Bradley asked if staff had given any thought to installation of sidewalk <br />on only one side of the street, whether pedestrian traffic warranted installation on <br />both sides. Traffic Engineer answered that it was discussed with people in the staff <br />meetings in the area and debated "quite a bit." However, conclusion was that installa- <br />tion on one side only would not be "good engineering" based on what is there now. <br />Because of changing land use and developments going in on the east side of the street <br />plus anticipated increase in development, installation on both sides was felt justified. <br />Even if one side was deleted, he said, the cost of installation on one side would be <br />assessed equally to both sides so the cost savings per front foot would not be much. <br />Vote was taken on the motion for second reading. Motion carried, all <br />Council members present voting aye, except Councilman Williams abstaining, <br />and the bill was read the second time by council bill number only. <br />Mr. Keller moved second by Mr. Haws that the bill be approved and given final <br />passage.
