'---" <br /> Committee-of-the-Who1e November 17, 1976 <br />... <br /> Present: Council members Keller (presiding), Haws, Beal, Murray, <br /> Bradley, Hamel, and Shirey; Council members-elect Delay, <br /> Lieuallen, Db ie, and Smith; City Manager and staff; and others. <br /> 1. Items from Mayor and Council <br /> A. Leave, Councilman Haws--Mr. Haws announced he would not be present <br /> for committee meetings during the next two weeks. File <br /> B. Quorum, Human Rights Commissions--Councilman Haws commented on <br /> reports he had received that the Human Rights Commissions <br /> were not meeting regularly because Commission members were not <br /> too active. Assistant Manager said that problems, resulting <br /> from a combination of some members' absence and the Commission's <br /> focusing on substantive programs, had been resolved. Mr. Haws <br /> asked staff to monitor the meetings and report to the Council <br /> should further problems be encountered. Councilwoman Beal <br /> reported that the Commission on Aging had been meeting regu- <br /> larly and considering well defined agendas which they were File <br /> pursuing. <br />tit C. NLC Congress of Cities, Denver--Councilman Murray suggested .- <br /> that invitation be extended to Council members-elect to attend <br /> the Congress of Cities in Denver, November 27/December 1. It <br /> was understood that the newly elected Council members would <br /> contact the manager's office for registration and hotel reser- File <br /> vation information should they wish to attend. <br /> D. Report, Regional Dog Control Authority--Councilman Bradley said <br /> a new director had been hired for the Authority--a Mr. Lancaster <br /> from Wichita. Also, that the Authority is in the process of <br /> locating a new site for the pound, whether on a contractual File <br /> lease arrangement with the County in its solid waste management <br /> area in Glenwood or on property yet to be purchased is not <br /> known. The present contractual arrangement for use of the Lane <br /> Humane Society's pound facilities will be continued, he said, <br /> until a new site is found. Mr. Bradley reported too that the <br /> firm of Harms and Harold had been retained as in-house counsel <br /> for the Authority; legal questions arising for individual agencies <br /> will be handled by the legal counsel for the respective agencies. <br /> E. Voting Delegate, NLC Congress of Cities, Denver--Manager <br /> recommended since Councilman Keller will not be attending the <br /> meeting in Denver that Councilman Haws be named official voting <br /> delegate for the city of Eugene, with Councilman Bradley <br /> designated as alternate.
