<br /> . . <br /> Councilwoman Beal noted that most of the terms expiring on the <br /> Human Rights Commissions were for members who had served only <br /> e one year, so that reappointments would probably be appropriate; <br /> the Council would not have to interview very many applicants. <br /> In response to Councilwoman Shirey, Mrs. Beal said she felt it <br /> would not be necessary to interview for reappointment. <br /> Councilman Murray noted that HCDC is in the process of drafting <br /> a funding application, so appointment of those members as <br /> quickly as possible would be extremely advantageous. He <br /> thought those appointments should be made before the first of <br /> the year so that there would be no lag in memberhsip during the <br /> work now in progress. <br /> Councilman Haws suggested going ahead with a public hearing <br /> to determine whether to amend the code with regard to appoint- <br /> ment procedure, but Councilman Keller brought the discussion <br /> back,to the issue of whether the present Councilor the newly <br /> elected council should make the appointments. <br /> Councilman Bradley thought the new Council should appoint <br /> for those terms expiring January 1, 1971. Councilwoman Beal, <br /> however, disagreed, noting that some of the terms--for example, <br /> the Budget Committee--did not coincide with Council terms. <br /> Because of that, she said, there might be some Council members <br /> who would not have had the opportunity to recommend a Budget <br /> Committee member. <br /> e Councilman Hamel thought the present Council should appoint <br /> sometime between now and December for those terms expiring <br /> January 1 to avoid any lag in the work of committees. Assis- <br /> tant Manager suggested three options: Waiting until after the <br /> first of the year and the new Council making the appointments, <br /> going ahead with the present Council making the appointments <br /> now, or having the new Council recommend appointees to the <br /> present Council for action now. <br /> Councilman Murray reiterated the desire for appointments to <br /> the HCDC as quickly as possible because the Commission would <br /> be short three members and the work now in progres makes <br /> this a "bad time" for the Commission to be short. Mr. Long <br /> noted that historically it has been understood a member would <br /> serve until his successor is appointed and takes office. He <br /> said he would look at the language creating the Comissions to <br /> be sure that applied in this instance. <br /> Councilwoman Shirey also thought the present Council should <br /> make the appointment so as to avoid any lag in work of the <br /> Commissions. <br /> e <br /> 57/ Minutes 11/22/76 -IS <br />
