<br /> , <br /> e plants and construct a new single regional facility (capital <br /> cost--$68 million. operating cost--$18 million); (5) expand, but <br /> not upgrade. both existing waste-water treatment plants, construct a <br /> new tertiary facility to treat the secondary effluent of the Urban <br /> Service Area, and construct a secondary facility at the site of the <br /> tertiary facility to serve the River Road/Santa Clara area (capital <br /> cost--$76 million. operating cost--$26 million). <br /> Mr. Wright said that the Metropolitan Sewer Advisory Commission <br /> favored a Joint Powers Agreement under which a commission would be <br /> appointed, made up of elected and appointed officials. to operate <br /> and maintain the plant. The commission would hold 15 percent of <br /> the capacity of the plant in reserve for future distribution to <br /> compensate for population gains or losses. Additionally, a county <br /> service district would be formed which would have limited powers to <br /> tax and hold bond elections; all other authority would rest with <br /> the Commission. The initial bond election would be for about 17 <br /> or 18 million dollars. The minimum tax rate is estimated at about <br /> 63 cents per thousand. <br /> Mr. Williams moved seconded by Mrs. Beal to <br /> approve the recQmmendations of the Metropolitan Sewer Advisory <br /> Commission conditioned on the approval of the other <br /> two governing bodies. <br /> Mr. Hurray wondered about the advisability of having a public <br /> e hearing before adopting the recommendations. Manager responded <br /> that there have been several public hearings and it was felt the <br /> matter should be brought to a close. He added there will be future <br /> public discussions regarding the bond financing, etc. Mr. Wright <br /> also added that the Commission conducted several public hearings--two <br /> in Eugene. two in the River Road/Santa Clara area, and two in <br /> Springfield. In addition. formal hearings under EPA guidelines were <br /> held in Eugene. Springfield. .and River Road/Santa Clara. Since <br /> Springfield favors Alternative #1, Mrs. Shirey wondered about the <br /> difference in cost between #1 and #2. Manager responded that. <br /> under Alternative #1, the typical single-family property in Eugene <br /> would pay $75.30 per year and in Springfield they would pay $83.10 <br /> per year. Under Alternative #2, Eugene single-family units would <br /> pay $66.30 per year and in Springfield they would pay $67.80 per <br /> year.
