<br />Public hearing was opened. <br /> <br />Arlene Swearingen, 2210 Charnel ton, testified that the Clinic does <br />agree with the two conditions set forth by the Planning Commission. <br />He indicated timing was very important and the Eugene Hospital and <br />Clinic was concerned in asking for a unanimous passage at this <br />meeting. He indicated he was available to answer any questions from <br />the Council. <br /> <br />.- <br /> <br />Public hearing was closed, there being no further testimony <br />presen ted. <br /> <br />Council Bill 1313-Vacating alley located between Olive and <br />Willamette Streets, south of West 11th Avenue, Eugene Hospital <br />and Clinic (AV 76-3) was read by Council Bill number and title <br />only, there being no Council member present requesting that it <br />be read in full. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel that Council Bill 1313 be read <br />the second time by Council Bill number only, with unanimous consent of <br />the Council, and that enactment be considered at this time. Motion <br />carried unanimously and the bill was read the second time by Council <br />Bill number only. <br /> <br />L-A-2 <br /> <br />Mr. Haws moved, seconded by Mr. Hamel that the bill be approved and <br />given final passage. Roll call vote: All Council members present <br />voting aye, the bill was declared passed and numbered 17824. <br /> <br />B. Easement Vacation--Obie Communications (EV 76-7) located between <br />Tax Lots 500, 501, 502, 700, and 701--Assessor's Map 17-04-34-1 4. <br /> <br />e <br /> <br />Manager said this recommendation for easement vacation had been <br />recommended by the Planning Commission unanimously at its October <br />25, 1976 meeting. He said the easement vacation would make way <br />for a seven-foot public utility easement. <br /> <br />Mr. Jim Saul, Planning Department, indicated there was an existing <br />structure on Tax Lot 501 that does not encroach on the seven-foot <br />public utility easement. The adjacent parking area for the building <br />is on Tax Lot 701. The original public utility easement was needed <br />for services for Tax Lot 701 but it had been found that the extension <br />of uti 1 i ties coul d be accommodated through the exi sting util i ty <br />easement which runs across the north of 501. Therefore, the Planning <br />staff recommended that all but the north seven feet of this north- <br />south alley be vacated. The vacation is not needed for the extension <br />of any public utilities. <br /> <br />Councilman Obie declared a conflict of interest. <br /> <br />Public hearing was opened with no testimony presented. <br /> <br />Council Bill 1314--Vacating easement Obie Communications (EV 76-7) <br />located betwe~n Tax Lots 500, 501, 502, 700 and 701--Assessor's ~ <br />Map 17-04-34-1 4, seven foot publ ic util ity easement was read by . <br /> <br />1/24/77 - 2 <br /> <br />38 <br />
